Sourcing non-dairy creamer from China
UK duty on non-dairy creamer within heading 2106 ranges from 8% to 12% across the relevant lines, depending on composition. Ask Trading Standards to confirm allergen declaration and emphasis requirements for food labels; check the actual ingredients rather than relying on the product name. Cambridge China Bridge sources non-dairy creamer.

The recipe determines the tariff line
Read from the UK Trade Tariff on 17 October 2026, heading 2106 covers food preparations not elsewhere specified or included. Relevant creamer lines carry 8% or 12% duty on goods from China, with no anti-dumping or countervailing measure recorded. The table shows possible classifications, rather than interchangeable codes. Confirm the full recipe through the commodity code guide; see food preparations for the wider heading.
The selected lines include suspensions for named coconut milk or other preparations. These are not a general creamer exemption, and the powder-preparation suspension wording in the supplied tariff extract is incomplete. Do not claim relief without checking the complete conditions with your broker. The tariff attaches veterinary and organic import controls, and also a seal-products control to 2106 90 92 85. Ask your customs broker to confirm which controls and documents apply to the actual ingredients.
For a dairy-containing composite product, the country of manufacture must be approved for the animal product it contains. Confirm eligibility, ingredient origins, treatment and any border documentation before ordering a Chinese formulation containing milk ingredients. For organic creamer from China, confirm the Great Britain certificate-of-inspection requirements with your broker. The certificate is issued by the exporter’s control body; confirm the remaining organic import requirements with your broker.

Specify the creamer in the drink it will serve
Fix the vegetable fat source, carbohydrate ingredients, protein source, emulsifiers and flavour in a written recipe. Ask explicitly whether caseinates or other milk-derived ingredients are present. Agree whether the buyer needs a formulation without milk ingredients, rather than accepting a product name as evidence.
Approve a retained sample in the intended coffee, tea or vending drink. Specify mixing conditions, whitening, mouthfeel, sweetness and acceptable sediment or oil separation. Compare powder flow and dispersibility after storage, not just immediately after manufacture. Agree moisture protection, pack format, storage conditions and shelf-life evidence.
Confirm food business registration requirements with your local authority. Check English labels for the food name, ingredients with allergens emphasised, net quantity, dates, storage conditions and the UK business name and address.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of powdered non-dairy creamer under 2106 90 98 49, invoiced at £40,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £42,000. Duty at 8% is £3,360. Import VAT at 20% is charged on the customs value plus duty, £45,360, so it is £9,072. Import taxes total £12,432; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £3,360 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Recipe: compare the batch specification and laboratory composition results with the approved recipe and tariff classification.
Drink performance: mix an arrival sample in the intended drink and compare whitening, taste, sediment and oil separation with the retained sample.
Allergens and hygiene: reconcile milk and soya declarations with ingredient records; review cross-contact controls and batch microbiology results.
Packing: check seals, moisture damage, caking, batch identification and the English label against the approved artwork.

What goes wrong
An approved sample may whiten well while the production batch leaves oil on the surface or sediment in the cup. Changes in fat, protein or carbohydrate ingredients can also alter taste, flow and tariff classification. Record the recipe and functional acceptance criteria together.
A milk-derived ingredient can be missed when buyers rely on the term non-dairy. Damp packaging can leave powder caked on arrival. Hold affected stock while you reconcile the recipe, labels, batch results and shipment records, and investigate the difference against the retained sample.
