Zero duty on Niger seeds

Read from the UK Trade Tariff on 1 October 2026, heading 1207 covers other oil seeds and oleaginous fruits, whether or not broken. The residual lines relevant to Niger seeds carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension on these lines.

For Niger seeds, check the residual other-use line 1207 99 96 90 against the sowing line 1207 99 20 90. The table shows buying specifications, with repeated codes where the tariff treatment is shared. Confirm intended use and processing with your broker and our commodity-code guide. For the wider heading, see sesame and pumpkin seeds.

The UK Trade Tariff attaches an organic-products import control to both lines. Your company must be based and certified in the UK to import organic products. For organic Niger seeds from China, confirm the consignment certificate and clearance requirements with your customs broker and organic control body before dispatch.

Specify Niger seed identity and intended use

Name the seed as Guizotia abyssinica in the purchasing specification rather than relying on the trade name alone. State whether the order is for bird feed or sowing, and whether it is whole, broken, cleaned or treated. Ask the supplier to identify the growing origin separately from the Chinese processing and dispatch location.

Agree acceptance criteria for seed purity, foreign seeds, stones, dust, broken seed and moisture. Specify any treatment, the sampling method, bag lining and storage conditions. Keep an approved sample and ask for batch-specific analysis covering the contamination risks identified for your intended use.

Businesses marketing animal feed need feed-business registration, subject to applicable exemptions. Confirm how this applies to your importing and packing activities with the relevant authority. Confirm the VAT treatment of seeds packaged and held out for sale as wild bird food with HMRC or your customs broker. See our duty and VAT guide.

Worked duty example

Illustrative example, not a quote: 20 tonnes of cleaned Niger seeds for a bird-feed distributor; illustrative order, not a quote under 1207 99 96 90, invoiced at £36,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £38,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,500, so it is £7,700. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity and purity: compare drawn samples with the approved seed sample; separate and record foreign seeds, stones, husks and dust.

Moisture and condition: measure moisture against the contract and check for musty odour, clumping, mould and live insects.

Packing: check bag seams, liners, leakage and water staining; look for crushed seed and loose dust inside the load.

Batch documents: match bag identifiers to the packing list and analysis reports; reconcile any treatment records and organic paperwork with the goods.

What goes wrong

A clean sample can conceal a bulk lot containing dust, empty husks or other seeds. Draw samples from different parts of the shipment and retain them. Loose grading descriptions make disputes harder to resolve, so record the agreed sampling method and acceptance criteria before ordering.

Damp packing or storage can leave seed musty, mouldy or rancid. Keep suspect stock separate while investigating. A bird-feed order described as sowing seed, or an organic claim without matching paperwork, also creates avoidable clearance uncertainty. Settle the intended use and document checks before dispatch.
