Sourcing needle-punched filter felt from China
Needle-punched nonwoven filter felt classified under heading 5603 normally pays 4% UK duty from China; narrowly specified products can qualify for 0%. UK REACH covers substances in articles, so check binders and finishes as well as filtration performance. Cambridge China Bridge sources needle-punched nonwoven filter felt.

Normal duty is 4%; suspensions are specific
Read from the UK Trade Tariff on 30 September 2026, heading 5603 covers nonwovens, whether or not impregnated, coated, covered or laminated. This guide concerns needle-punched nonwoven filter felt supplied as material. The table gives candidate lines for different constructions, not interchangeable codes. Provide the broker with the fibre form, manufacturing process, mass per square metre, binder and surface treatment.
The selected lines carry 4% third-country duty for goods from China, with no anti-dumping or countervailing measure and no attached import controls in the supplied extract. Some lines have conditional 0% suspensions. The suspension under 5603 14 80 90 names specified spunbond polyester filter media and insulating paper; ordinary needle-punched felt should not be assumed to qualify. The coated lines' suspension concerns specified surgical or medical protective garments.
Match the complete product description before choosing a line or claiming a suspension. Confirm the commodity code, especially where the supplier uses 'felt' as a trade name. Finished filter bags need their own classification review. See the wider nonwoven fabrics guide for other constructions.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other-fibre nonwoven filter media, over 150 g/m², coated or covered | 5603 94 10 00 | 4% | None |
| Man-made filament nonwoven filter media, over 150 g/m², coated or covered | 5603 14 10 00 | 4% | None |
| Binder-impregnated needle-punched polyester filament sheets meeting the tariff description | 5603 14 80 70 | 4% | None |
| Other man-made filament nonwoven filter media, over 150 g/m² | 5603 14 80 90 | 4% | None |
Specify fibre, backing and filtration performance
Specify fibre composition, staple or filament construction, needle-punching process, reinforcing scrim, mass per square metre, thickness at an agreed measuring pressure, width and roll length. Describe singeing, calendaring, impregnation, membrane lamination and any antistatic treatment separately. Agree tolerances against an approved sample.
Give the factory the operating temperature, gas or liquid being filtered, cleaning method and exposure to moisture and chemicals. Agree air permeability or liquid flow, pressure drop and filtration performance with the test conditions stated. A weight and colour match alone does not establish suitability for your filter.
UK REACH generally covers chemical substances in articles. Ask for the composition of binders, coatings and finishes and evidence addressing applicable chemical restrictions. Restrictions can limit, ban or condition placing substances on the market or using them, including in articles. Arrange testing and certification around the actual material and intended use.
Worked duty example
Illustrative example, not a quote: 8 tonnes of coated needle-punched nonwoven filter felt in rolls, illustrative only under 5603 94 10 00, invoiced at £14,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £16,200. Duty at 4% is £648. Import VAT at 20% is charged on the customs value plus duty, £16,848, so it is £3,369.60. Import taxes total £4,017.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £648 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Construction: compare fibre, scrim, finish and membrane against the approved sample; check bonding, surface shedding and visible needle damage.
Weight and dimensions: sample across the roll width; compare mass, thickness at the agreed pressure, width and usable length with the order.
Filtration: match batch results to the agreed permeability, pressure-drop and filtration tests; check that the tested finish and backing match the shipment.
Rolls and records: check holes, thin areas, contamination, damp packaging, crushed cores and undisclosed joins; match roll identification to batch reports. Use the inspection guide.

What goes wrong
Uneven needling and thin areas can leave a roll looking acceptable while flow and filtration vary across its width. A changed fibre blend, scrim or finish can alter strength and pressure drop. Membranes can separate during handling, and loose fibres can contaminate the downstream process.
Keep an approved sample with its construction and test conditions recorded. Compare arrival samples and batch reports before releasing material to conversion. Do not accept a generic filtration report for a different finish or treat a named tariff suspension as covering every industrial filter fabric.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on needle-punched filter felt from China?
For material classified in the selected heading 5603 lines, normal duty is 4%. Conditional 0% suspensions cover named products, not all filter felt. The supplied extract shows no anti-dumping or countervailing duty.
Does every needle-punched filter felt use the same commodity code?
No. Give your broker the manufacturing process, fibre form, weight, binder and coating details. Treat the table as candidate descriptions and confirm the classification of the actual material.
What should I put in a filter felt specification?
State fibre, scrim, weight, thickness, finish, dimensions and tolerances. Add operating conditions, cleaning method, permeability, pressure drop and filtration tests with their test conditions.
Is a filtration report enough for coated filter felt?
It does not establish chemical compliance. UK REACH generally covers substances in articles; check the binder, coating and finish composition and evidence for applicable restrictions.
