Zero duty on the residual mineral line

Read from the UK Trade Tariff on 1 October 2026, heading 2530 covers mineral substances not elsewhere specified or included. The residual line 2530 90 70 90 carries 0% duty for goods from China. The supplied tariff facts show no anti-dumping or countervailing measure and no suspension. The table presents buyer specifications sharing this provisional line, rather than separate tariff subdivisions.

The tariff attaches import and export waste controls. Environment Agency guidance says waste shipment controls apply only where the material is waste. For a shipment from China described as recovered material or processing residue, confirm the applicable requirement with your customs broker before dispatch. Do not assume a commercial invoice establishes that it is a product.

Specify mineral identity and powder performance

Ask for the mine source, mineralogical analysis and batch composition. Specify the huntite content and identify accompanying hydromagnesite, calcite or dolomite. Agree particle size distribution, coarse residue, moisture, colour and bulk density, with the test method for each property. State whether the powder must be uncoated and ask the processor to disclose treatments and additives.

For use in a flame-retardant compound, approve a trial in your own formulation and compare thermal behaviour, dispersion and finished compound performance. A mineral analysis alone does not establish suitability for that application. Before importing a new substance, consider whether UK REACH registration is required, using the actual composition and processing history.

Worked duty example

Illustrative example, not a quote: Illustrative order: 10 tonnes of uncoated natural huntite powder in lined bulk bags under 2530 90 70 90, invoiced at £9,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £10,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,200, so it is £2,040. Inspection checklist

Identity: match the batch analysis and mineralogical report to the approved sample, mine source and packing labels.

Grading: check particle size distribution and coarse residue using the agreed method; inspect for hard agglomerates and foreign particles.

Condition: measure moisture and compare colour and bulk density with the specification; check for caking after storage.

Packing: inspect bag seams, liners and pallet stability, and reconcile batch markings with shipping documents. Agree these checks through our inspection guide.

What goes wrong

A supplier may offer a huntite-rich mineral blend as pure huntite, change the deposit between orders or substitute another carbonate powder. Matching colour does not establish matching composition. Excess coarse particles can affect dispersion, while damp powder can cake in transit. Keep a retained sample and compare arrival results with the shipment's batch report.

Assess dust exposure during opening, sampling and transfer, and use suitable containment and extraction. Where a process cannot be changed to eliminate harmful exposure, HSE guidance requires adequate control measures to reduce it. Treat a powder's application claim and its handling precautions as separate checks.
