Conditional suspension and the bulk noodle code

Read from the UK Trade Tariff on 17 October 2026, heading 1902 covers pasta and noodles, including mung bean glass noodles. The specific dried glass noodle line requires at least 60% mung bean starch by weight, immediate packs of at least 5 kg and goods not put up for retail sale. The other rows are classification alternatives, rather than interchangeable codes.

The selected lines show a 0% autonomous suspension, with standard duties of 6% plus £8.10 to £20 per 100 kg and no recorded anti-dumping or countervailing duty. The suspension footnote excludes mixtures, preparations or products made up of different components containing these products. Ask your broker to confirm eligibility. Organic and genetically modified organism controls are attached; veterinary control also appears on the other dried and non-dried lines. Confirm their application to the recipe with your broker.

Chinese rice products covered by the emergency measures must enter Great Britain through authorised border control posts for genetically modified organisms. For organic consignments, the inspection certificate is issued by the exporter’s control body; confirm the remaining import requirements with your broker. Give the full recipe, processing method and packaging to the commodity code check. For the wider heading, see dried rice vermicelli.

Specify the starch blend and cooked texture

Specify mung bean starch content and identify every other starch, additive and seasoning. State whether the noodles are uncooked or otherwise prepared, dried or non-dried, and intended for retail or catering. Agree strand thickness, bundle format, colour, dry breakage tolerance, soaking instructions and cooked texture against an approved sample.

Agree moisture acceptance, shelf-life evidence, moisture barrier packaging and carton protection. Test production samples for relevant allergens and contaminants. Confirm food business registration requirements with your local authority, and ask Trading Standards to review English retail labels for the name, ingredients with allergens emphasised, net quantity, dates, storage instructions and a UK address.

Inspection checklist

Recipe: compare the production formulation and starch declarations with the approved specification, including any seasoning sachets.

Cooking: follow the agreed soaking and cooking method, then compare transparency, firmness, clumping and strand breakage with the approved sample.

Condition: check dry brittleness, loose fragments, foreign matter, unusual odour and moisture results against the agreed acceptance criteria.

Packs: check seals, net weight, date coding and English label text; photograph crushed cartons and damp packs on arrival.

What goes wrong

A changed starch blend can produce noodles that look similar when dry but become cloudy, sticky or fragile after cooking. Poor seals and damp cartons undermine shelf life, while tightly compressed bundles can arrive broken. Retain the approved sample and compare production and arrival samples using the same cooking method.

Retail packs do not qualify for the specified bulk glass noodle line simply because they travel in a large carton. Rice or animal ingredients can change the control assessment, and a listed suspension should not be assumed to cover a mixed preparation. Resolve the recipe, code, suspension eligibility and label before dispatch.
