Duty and classification for premoulded wax seals
Read from the UK Trade Tariff on 30 September 2026, heading 9602 covers moulded or carved wax articles alongside other specified materials. Its hand-made and other lines both carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping duty, countervailing duty or suspension. The table shows product variants under these same tariff lines.
The UK Trade Tariff attaches Veterinary control to both lines. The applicability to finished premoulded wax seals has not been established here: the importer should confirm the requirement with their customs broker, supplying the full formulation and animal-origin ingredients. APHA publishes separate import guidance covering beeswax for technical purposes; ask whether it applies to the finished seals.
Confirm the commodity code using the composition, manufacturing method and supplied form, including any adhesive backing. For the wider heading discussion, see bottle sealing wax.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Hand-made premoulded wax seals without adhesive | 9602 00 00 10 | 0% | None |
| Other premoulded wax seals without adhesive | 9602 00 00 90 | 0% | None |
Specify the wax, impression and adhesive
Specify the wax blend and any resin or polymer content, colour, opacity, metallic finish, diameter, thickness and edge shape. State whether the seal should flex with an envelope or remain rigid. Approve a physical sample showing the lettering, logo orientation and depth of impression.
For adhesive-backed seals, specify the adhesive, release liner and intended surface. Test on your actual envelope paper, coated card or gift box, including textured finishes. Agree packing that separates the seal faces and protects raised details against rubbing and compression.
Consumer products sold in Great Britain must be safe in normal or reasonably foreseeable use under the General Product Safety Regulations 2005. Include foreseeable handling and detached pieces in your safety review. Agree the intended use before choosing materials or making safety claims.
Worked duty example
Illustrative example, not a quote: Illustrative order of 2,500 premoulded wax seals under 9602 00 00 90, invoiced at £1,500 free on board, with £590 of freight and insurance to the UK. The customs value is £2,090. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,090, so it is £418. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Impression: compare lettering, spelling, logo direction, relief and edge shape with the approved sample; reject blurred details, bubbles and incomplete moulding.
Wax: check colour consistency, flatness, thickness, cracks and surface bloom; bend and handle samples as intended to assess brittleness.
Adhesion: apply samples to the intended packaging and check edge lifting, staining, liner removal and whether the adhesive separates from the wax.
Packing and arrival: check for crushed relief, stuck seals, scuffing and heat distortion; match carton contents and colour references to the order.

What goes wrong
A substituted blend can make seals brittle or too soft. Metallic pigment may rub off, fine lettering can fill in, and a thin centre can crack during application. An adhesive that works on smooth card may lift from textured paper or leave an oily mark.
Keep approved samples of the seal and packaging surface. Repeat the application and handling checks on production samples and on arrival. Use the inspection guide to turn these checks into written acceptance criteria.
