Duty on medical adhesive fixation tape

Heading 3005 covers qualifying medical articles, including adhesive dressings and other articles having an adhesive layer. Medical fixation tape presented for medical use falls within this family; ordinary packing tape should not be classified here merely because it has adhesive. The table shows backing variants under the same commodity line.

Read from the UK Trade Tariff on 30 September 2026, code 3005 10 00 00 carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for this line.

Confirm the commodity code using the intended purpose, backing, adhesive and packaging. For the wider product family, see plasters, bandages and wound dressings.

Specify the backing and skin-contact adhesive

State whether the tape fixes dressings or tubing, its intended skin contact, and whether it is supplied sterile. Specify paper, fabric, nonwoven or film backing, roll width and length, stretch, tear direction, release liner and dispenser. Agree adhesion and removal tests against an approved sample, including adhesive residue and backing damage.

Ask for skin-contact biocompatibility evidence, latex information and support for breathability, water resistance or sensitive-skin claims. For tape supplied as a medical device, manufacturers must comply with relevant marking and conformity assessment requirements. Confirm with MHRA the Chinese manufacturer's UK responsible person and device registration arrangements before placing the device on the Great Britain market; for sterile products, ask MHRA what sterilisation validation evidence is required.

Worked duty example

Illustrative example, not a quote: Illustrative mixed order of boxed medical fixation tape rolls under 3005 10 00 00, invoiced at £40,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £42,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £42,000, so it is £8,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure roll width and usable length, check winding and core fit, and compare the backing and liner with the approved sample.

Adhesion: compare initial grip, holding performance and removal using the agreed test method; record lifting edges, adhesive transfer and backing tears.

Packaging: check clean roll edges, crushed cores, damaged dispensers and readable batch and expiry information; match cartons to the packing list.

Documents: match the product identity to the declaration of conformity, technical documentation and registration; for sterile tape, match sterilisation records to shipped batches and inspect pouch seals.

What goes wrong

A backing or adhesive substitution can change tearing, stretch and removal behaviour even when the roll looks unchanged. Poor winding makes tape difficult to dispense; adhesive migration leaves sticky edges, while insufficient adhesion lets dressings lift. Specify how the supplier must obtain approval for material changes.

A generic test report may cover a different adhesive or backing. Match supporting documents to the supplied construction and claimed use. Hold affected stock for review when labels, batch records, seals or performance differ from the approved specification.
