The claim decides the rules
Regulation 2 of the Medical Devices Regulations 2002 defines a medical device by what the manufacturer intends it for, including the treatment or alleviation of disease, and the treatment or alleviation of an injury. A massager sold for relaxation and muscle recovery after exercise is a consumer product; the same massager sold to relieve a named condition or injury may be a medical device, with registration and conformity obligations that a consumer product does not have.
Settle the wording before the packaging is printed. Factories often supply artwork with medical claims copied from other markets, and the claims on the box, the manual and the listing all count.
