Manganese tetroxide duty and waste controls

Read from the UK Trade Tariff on 29 September 2026, heading 2820 covers manganese oxides. The supplied tariff snapshot records 0% duty from China, no anti-dumping or countervailing measure, and no suspension. It attaches import and export waste controls. For waste from China subject to notification controls, shipment must await consent from the authorities of dispatch, destination and transit. Ask your customs broker to confirm the applicable requirement and establish whether the consignment is waste before ordering.

Specify oxide identity and powder behaviour

Name manganese tetroxide explicitly in the purchase specification. Agree the oxide phase, manganese assay, moisture, particle size distribution, bulk density and limits for iron, sodium, sulphur and other impurities relevant to your process. Ask for the analytical methods and a batch certificate of analysis. For ferrite, battery material or ceramic use, trial the sample in your own formulation before accepting the production specification.

Establish a UK REACH registration position for your planned annual imports, confirming the applicable requirements with HSE. If this is a substance you have not previously imported, consider whether registration is required. Before supplying it in Great Britain, check classification, labelling and packaging. A safety data sheet is required when a hazardous chemical is supplied for workplace use.

Illustrative example, not a quote: Illustrative order: one tonne of bagged manganese tetroxide under 2820 90 90 00, invoiced at £2,000 free on board, with £980 of freight and insurance to the UK. The customs value is £2,980. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,980, so it is £596. Inspection checklist

Identity: check oxide phase by X-ray diffraction and compare manganese assay and impurity results with the agreed specification; retain a sealed sample from each batch.

Powder: check particle size by the agreed method, moisture and bulk density; record hard agglomerates and compare dispersion with the approved sample.

Packaging: check liners, seals, net weight and batch markings on arrival; photograph torn bags, leakage and signs of water entry.

Documents: match bag labels, safety data sheet and analysis certificate to the delivered compound and batch. Include these checks in your inspection brief.

What goes wrong

A certificate showing manganese content can leave the oxide phase unverified. Other failure points include coarse agglomerates, moisture uptake and impurity drift between the sample and production batch. Compare the delivered powder with the approved material using the same test methods, and hold a disputed batch apart until the discrepancy is resolved.

A broad description such as manganese oxide can create confusion between the purchase order, certificate and customs paperwork. Use the same specific compound name throughout, preserve batch traceability, and ask the supplier to identify whether the material is manufactured product or a waste-derived consignment requiring further checks.
