The supplied tariff record shows 0% duty for goods from China on this line, with no anti-dumping or countervailing measure, suspension or attached import control. The heading's suspensions concern unwrought magnesium and specified powder, rather than ribbon. For waste and scrap, the UK Trade Tariff attaches waste controls; confirm the requirement with your customs broker before importing discarded ribbon.

Specify ribbon dimensions, chemistry and supply form

Specify magnesium purity and agreed impurity limits, ribbon width and thickness with tolerances, length or net mass per reel, and whether the ribbon is continuous or cut. Agree acceptable surface oxidation, edge condition, winding tension and reel identification. Ask for batch analysis and approve a sample in the intended application.

Have the forwarder confirm the ribbon's dangerous goods classification, transport identifier and any packing and declaration requirements, as well as the shipment arrangements, before dispatch. Illustrative example, not a quote: 20 kg of magnesium ribbon, illustrative only under 8104 90 00 00, invoiced at £2,500 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,000, so it is £1,000. Inspection checklist

Chemistry: match the batch analysis to the ordered purity and impurity limits, and arrange independent confirmation where composition matters to the application.

Dimensions: measure width and thickness along sampled ribbon, check the declared length or net mass, and examine edges for burrs, tears and narrowing.

Surface and winding: check for corrosion, contamination, creases and broken ribbon; confirm that the reel unwinds without snagging or damaging the strip.

Packing and documents: check dry, undamaged packs, batch identification and agreed dangerous goods paperwork before release. Use an agreed inspection plan.

What goes wrong

Thin ribbon can arrive kinked, torn or tightly wound enough to snag. Uneven thickness changes the amount of metal in a cut length, while oxidation or contamination can undermine an approved sample's performance. Set acceptance criteria for these defects rather than accepting a photograph of the reel.

A shipment can also be offered as ordinary metal cargo without its transport classification having been confirmed. Have the forwarder confirm the classification and any packing and declaration requirements before dispatch, and keep suspect or damp stock separate pending assessment. Do not use burning ribbon as an informal incoming inspection test.
