UK duty on longwall coal shearers

Read from the UK Trade Tariff on 1 October 2026, heading 8430 includes coal cutters. The relevant lines are 8430 31 00 00 for self-propelled machinery and 8430 39 00 00 for other machinery. Both carry 0% duty for goods from China, with no listed anti-dumping or countervailing duty, suspension or attached import control.

The table separates seam configurations within the same commodity lines; seam thickness does not create an additional code in the supplied tariff data. Give your broker the haulage arrangement, machine drawings and supply description to confirm the commodity code. For related machinery within the wider heading, see mining roadheaders.

Specify the shearer and its face interfaces

Specify seam height, cutting envelope, drum diameter and rotation, pick layout, cutting power, haulage force and speed, and the conveyor rack and guide arrangement. Agree electrical supply, cable handling, cooling, water sprays, hydraulic connections and clearance beneath the roof supports. Include transport sections, lifting arrangements, assembly drawings and a named spares package.

Equipment intended for potentially explosive atmospheres falls within the explosive-atmosphere equipment regulations. Importers must not place it on the Great Britain market unless it meets the essential health and safety requirements. Ask for conformity documents covering the supplied build, its intended mine environment and equipment category, alongside the machinery declaration and English instructions. Arrange testing and certification checks before ordering.

Worked duty example

Illustrative example, not a quote: One self-propelled longwall coal shearer, illustrative order only under 8430 31 00 00, invoiced at £260,000 free on board, with £18,000 of freight and insurance to the UK. The customs value is £278,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £278,000, so it is £55,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Cutting assembly: check drum dimensions, pick holders, rotation, ranging-arm movement and clearances against the approved drawings.

Haulage and interfaces: check rack engagement, guide shoes, conveyor connections, cable handling and hydraulic fittings against the buyer’s face equipment.

Function and protection: witness agreed factory tests of braking, emergency stops, protective trips, cooling and water sprays; record gearbox noise, leakage and temperatures.

Arrival and documents: inspect transport damage, corrosion and loose connections; reconcile serial numbers, packing lists, conformity documents, English manuals and spares before assembly.

What goes wrong

A shearer can match the advertised cutting power yet fail to fit the conveyor rack, guide arrangement or roof-support clearance. Drum rotation, pick layout and water connections can also differ from the agreed build. Use signed interface drawings and a recorded factory acceptance test rather than a catalogue description.

Other problems include damaged cables, leaking ranging-arm seals, gearbox overheating and documents describing a different motor or control enclosure. Check substitutions before shipment and inspect again on arrival. Agree replacement parts and service responsibilities in writing; use the quality inspection guide to define the inspection scope.

Which commodity code should I use for a longwall shearer?

The supplied tariff distinguishes self-propelled coal cutters from other coal cutters. Ask your broker to assess the actual haulage arrangement and supplied machine before choosing the code.

What explosion-safety documents should I request?

Request conformity documents for the exact supplied build and intended mine environment. Check the equipment category, motors, control enclosures and protective devices against the machine.

What should I check before ordering a coal shearer?

Confirm the cutting envelope, conveyor rack, guide shoes, roof-support clearance, electrical supply and water connections. Agree factory acceptance tests and a spares list against signed drawings.
