Konjac glucomannan duty and classification

Read from the UK Trade Tariff on 4 November 2026, heading 1302 covers vegetable saps and extracts, pectic substances, agar and other vegetable mucilages and thickeners. Konjac glucomannan supplied as a vegetable thickener is a candidate for 1302 39 00 00. The table shows different purchasing descriptions under that same tariff line, rather than separate classifications.

The supplied tariff record gives 0% duty for goods from China under this line, with no recorded anti-dumping or countervailing duty and no suspension. It attaches an organic-product import control. For an organic shipment, confirm the applicable certificate and clearance requirements with your customs broker and organic control body. The certificate of inspection is issued by the exporter's control body in the exporting country.

Specify the powder and its food application

Name konjac glucomannan explicitly, rather than accepting a quotation for unspecified konjac flour. Agree botanical identity, processing method, glucomannan content, moisture, ash, particle size and any added carrier. Ask the supplier to distinguish purified material from flour and blends, and provide a batch certificate of analysis.

Define the viscosity test method, including powder concentration, water temperature, hydration time and measuring equipment. Compare samples in your actual formulation for dispersion, lumps, colour and texture. Agree contaminant and microbiological testing with your laboratory, and use testing and certification support to organise the evidence.

Check the intended food application before approving the specification. For jelly confectionery, ask Trading Standards to confirm the import restrictions before ordering. Keep any proposed food-supplement claims separate from ingredient performance: ask the MHRA to confirm the regulatory position before presenting an extract as treating or preventing disease.

Illustrative example, not a quote: Illustrative order: 2 tonnes of konjac glucomannan powder under 1302 39 00 00, invoiced at £16,000 free on board, with £900 of freight and insurance to the UK. The customs value is £16,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £16,900, so it is £3,380. Inspection checklist

Identity: match the product name, declared composition and batch certificate to the purchase specification; investigate any substitution with flour or a blend.

Function: repeat the agreed hydration and viscosity tests, then compare texture in the buyer's formulation against the approved sample.

Condition: check sealed liners, dry powder, odour, colour and freedom from visible contamination; isolate wet or damaged bags.

Records: match bag labels, batch identifiers and analysis reports; retain samples and check organic paperwork where applicable.

What goes wrong

A viscosity result means little without the test conditions. A supplier's result can appear satisfactory while the powder hydrates poorly or forms lumps in the buyer's process. Flour, purified glucomannan and blends should not be treated as interchangeable. Approve the material against both its composition and its performance.

Moisture damage, contamination or an analysis report for a different batch can undermine an otherwise acceptable sample. Hold affected stock while investigating. An attractive end-product idea also needs a separate regulatory check, particularly for jelly confectionery or products promoted with medicinal claims.
