Sourcing intrinsically safe torches from China

Intrinsically safe torches and their parts from China carry a flat 4% UK duty, with no listed trade remedies. For sale in Great Britain, importers must ensure conformity with essential health and safety requirements for explosive-atmosphere equipment. Cambridge China Bridge sources intrinsically safe torches.

Flat 4% duty on portable torches and parts

Read from the UK Trade Tariff on 30 September 2026, heading 8513 covers portable electric lamps designed to operate from their own energy source, and their parts. Battery-powered intrinsically safe torches fall within this product family. The table distinguishes torch formats sharing the lamps code from separately imported parts.

Both listed commodity lines carry 4% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls. This tariff position does not establish that a torch is suitable for a hazardous workplace.

Confirm the commodity code against the actual goods, particularly for separately supplied parts. For the wider product family, see torches and head torches.

Specify the hazardous atmosphere and battery configuration

For equipment intended for explosive atmospheres, an importer must not place products on the Great Britain market unless they conform with the essential health and safety requirements. Before ordering, ask for the declaration of conformity, technical documentation and any applicable certificate for the exact model. Have a specialist review the evidence through testing and certification.

Specify the intended gas or dust atmosphere, workplace classification, equipment category, temperature classification and ambient operating conditions. Match these to the supplier's documented scope. Agree the battery make and type, permitted replacements, charging arrangements, lens, enclosure material, seals and switch design. Record restrictions on opening the battery compartment or charging in the intended workplace.

For torches supplied with batteries, confirm with the relevant authority which battery and electrical-waste obligations apply, using the wider torch guide as a checklist. For rechargeable lithium models, obtain the transport test summary discussed there before arranging shipment.

Worked duty example

Illustrative example, not a quote: Illustrative batch of intrinsically safe handheld torches under 8513 10 00 00, invoiced at £12,000 free on board, with £900 of freight and insurance to the UK. The customs value is £12,900. Duty at 4% is £516. Import VAT at 20% is charged on the customs value plus duty, £13,416, so it is £2,683.20. Import taxes total £3,199.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £516 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare the model, manufacturer, markings and batch identification on delivered torches with the documents reviewed before ordering.

Configuration: check batteries, battery contacts, enclosure material, lens, seals and fasteners against the approved specification; investigate substitutions.

Operation: check switch action, beam, run time, battery-door fit and charging behaviour against agreed sample results and instructions.

Documents: check that instructions, replacement-battery details and charging restrictions accompany the goods. Use quality inspection to record production differences for specialist review.

What goes wrong

A certificate may describe a different torch, battery configuration or enclosure from the delivered goods. A supplier may also offer a waterproof work light when the buyer asked for documented suitability for an explosive atmosphere. Check document scope against the actual model before accepting the order.

Battery substitutions, changed contacts, loose battery doors and damaged seals are reasons to stop acceptance and investigate. A torch lighting up during inspection does not demonstrate its explosion-protection performance. Resolve differences with the supplier and the specialist who reviewed the product evidence.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.

Frequently asked questions

What is the UK import duty on intrinsically safe torches from China?

The supplied tariff record gives 4% for lamps under 8513 10 00 00 and parts under 8513 90 00 00, with no listed anti-dumping or countervailing duty.

What should I ask the Chinese factory for?

Ask for the exact model's declaration, technical documentation and applicable certificate, plus its battery configuration, intended atmosphere and operating restrictions.

Can I substitute batteries in an intrinsically safe torch?

Check the exact replacement batteries permitted by the product documents. Treat a proposed substitution as a change requiring specialist review before acceptance.

Does a working sample prove explosion protection?

No. Functional inspection checks operation and production consistency. Have a specialist match the product evidence to the intended atmosphere and delivered configuration.
