Sourcing structural steel plate from China
Hot-rolled non-alloy structural steel plate from China has a 0% to 50% tariff rate, depending on dimensions and steel quota, plus residual anti-dumping of 73.70% on heavy plate or countervailing duty of 35.90% on narrower plate. Match the code to the material and check construction-use documentation. Cambridge China Bridge sources structural steel plate.

Plate dimensions decide duty and trade remedies
Read from the UK Trade Tariff on 29 September 2026, heading 7208 covers hot-rolled flat products of iron or non-alloy steel, at least 600 mm wide, not clad, plated or coated. This guide covers uncoated structural plate supplied outside coils. See the wider hot-rolled steel guide for other products in the heading.
The selected heavy-plate lines carry 73.70% residual anti-dumping duty. Their tariff rate is 50%, except 7208 52 91 10, which shows 0% and no steel measure. Line 7208 52 99 00 shows 50%, 0.00% anti-dumping and 35.90% residual countervailing duty. For lines under the steel measure, the published background describes 0% within available quota and 50% outside it. Quota relief does not remove the separate trade remedy.
The selected lines show no suspensions or attached import controls in the supplied snapshot. Confirm the commodity code from composition, thickness, width and processing. Ask your broker to check the current quota position and exporter-specific remedy treatment before ordering. The illustrative order values are not a quotation; see UK import duty and VAT for the calculation method.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Non-alloy plate, excluding tool steel, over 15 mm thick | 7208 51 20 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width 2 050 mm or more | 7208 51 91 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, over 10 to 15 mm thick, width below 2 050 mm | 7208 51 98 10 | 50% outside quota | 73.70% residual anti-dumping |
| Non-alloy plate, 4.75 to 10 mm thick, width 2 050 mm or more | 7208 52 91 10 | 0% | 73.70% residual anti-dumping |
| Other plate, 4.75 to 10 mm thick, width below 2 050 mm | 7208 52 99 00 | 50% outside quota | 0.00% residual anti-dumping; 35.90% residual countervailing |
Specify structural grade, toughness and traceability
Put the engineer's product standard, grade and delivery condition in the purchase order. Specify thickness, width, length, dimensional tolerances, flatness, edge condition and surface acceptance. Agree yield and tensile properties, elongation, impact-test temperature and acceptance values where the design needs them. Ask for ultrasonic examination where internal soundness matters, with the acceptance criteria agreed before production.
Request mill inspection certificates showing heat numbers, chemistry and mechanical results, and agree how identification will survive cutting. For construction use, confirm the applicable product standard and request the performance declaration and supporting conformity documents. CE marking remains available for construction products placed on the Great Britain market. Compare the declared intended use and performance with the engineer's specification.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of hot-rolled non-alloy structural steel plate under 7208 52 91 10, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match plate markings and heat numbers to the packing list and mill certificates; investigate mixed heats or missing identification.
Dimensions: measure thickness across each sampled plate, width and length; check flatness, squareness and edge condition against the order.
Material: compare chemistry and mechanical results with the specified grade; arrange independent testing where agreed and review any ultrasonic reports.
Surface and arrival: inspect for pitting, laminations, deep scoring, bent corners and moisture damage; photograph defects before releasing the plates for fabrication.

What goes wrong
A supplier substitutes a locally familiar grade without demonstrating the required toughness or welding properties. Certificates do not match plate markings, or cutting removes heat identification. Lamination becomes visible during fabrication, and poor flatness increases preparation work. Agree the evidence and rejection criteria before production.
A buyer treats a 0% tariff line as duty-free despite its anti-dumping measure, or budgets for quota that is unavailable at declaration. Keep technical approval and customs classification tied to the actual plates being shipped, including their dimensions and mill identity.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on structural steel plate from China?
Selected lines show 0% or 50%, with quota relief on steel-measure lines. Heavy plate adds 73.70% residual anti-dumping; 7208 52 99 00 instead shows 0.00% anti-dumping and 35.90% residual countervailing duty.
What should a structural steel plate mill certificate show?
Request the specified grade, delivery condition, heat number, chemistry and mechanical test results. Match the certificate to the plate markings and obtain toughness or ultrasonic results where your specification calls for them.
Can CE-marked structural steel plate be sold in Great Britain?
CE marking remains available for construction products in Great Britain. Check the applicable product standard, declared intended use, performance declaration and supporting conformity documents for the plate supplied.
How do I check structural steel plate when it arrives?
Match heat markings to certificates, measure dimensions and flatness, and inspect surfaces and edges. Record pitting, laminations, bent corners and missing identification before cutting or fabrication.
