High-speed steel wire: 0% duty

Read from the UK Trade Tariff on 1 October 2026, heading 7229 covers wire of other alloy steel. Its dedicated high-speed steel wire line is 7229 90 20 00, carrying 0% duty for goods from China. The supplied record lists no anti-dumping or countervailing duty, steel measure or suspension for this line. Only this commodity line describes high-speed steel wire.

The tariff attaches import and export waste controls. For wire from China classed as waste and imported into England under notification controls, shipment can start only after consent from the Environment Agency and the other competent authorities involved. Ask your customs broker to confirm whether the waste control applies to your goods and which procedure is required before dispatch.

Confirm the commodity code using the steel composition and supplied form. See the wider alloy steel and welding wire guide for neighbouring classifications. Confirm with your customs broker whether this line falls within the carbon border adjustment mechanism for imports planned from 1 January 2027. Ask the mill for emissions data and consult the UK carbon border adjustment guide.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the grade and processing condition

Specify the high-speed steel grade to ISO 4957, together with the agreed chemistry, diameter, tolerance and delivery condition. State whether you need annealed wire for further processing or another agreed condition. Define the surface finish, acceptable surface defects, coil dimensions and packing method.

Ask for a mill certificate linked to each heat and coil, reporting chemistry and the agreed hardness or mechanical results. If the wire will become cutting tools, agree a sample heat-treatment and machining trial with your processor before approving the production lot. Compare suppliers against the same written specification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1 tonne of high-speed steel wire in coils under 7229 90 20 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: check coil labels and heat numbers against the mill certificate, packing list and ordered grade.

Dimensions: measure diameter and ovality across sampled coils, checking the agreed tolerance and usable coil dimensions.

Condition: inspect for rust, scale, seams and drawing damage; compare hardness and surface condition with the agreed specification.

Packing: check moisture protection, secure coil ties and protection against crushed or tangled coils. Set the sampling scope through the quality inspection guide.

What goes wrong

A grade description alone leaves room for disagreement over chemistry, hardness and delivery condition. Wire can match the nominal diameter yet have ovality or surface seams that disrupt processing. Mixed heat numbers make it difficult to connect a failed trial to the material certificate.

Agree acceptance criteria before ordering and keep an approved sample with its certificate. Check the production lot rather than relying on the quotation sample. If a machining or heat-treatment trial fails, isolate the affected coils and investigate the chemistry, condition and processing route before using more material.

Frequently asked questions

What is the UK import duty on high-speed steel wire from China?

The supplied tariff record gives 0% for 7229 90 20 00, read on 1 October 2026, with no listed anti-dumping or countervailing duty or steel measure.

Which standard should I specify for high-speed steel wire?

Specify the high-speed steel grade to ISO 4957, then agree diameter tolerance, delivery condition, surface finish and the certificate information needed by your processor.

Do waste controls apply to my high-speed steel wire shipment?

The tariff attaches waste controls. Ask your broker to confirm applicability. Waste imported into England under notification controls needs consent before shipment.

What should I check before accepting high-speed steel wire?

Match heat numbers to certificates, measure diameter and ovality, inspect surface defects and rust, and check the agreed hardness and packing. Trial the material in your intended process.
