Duty and waste controls

Read from the UK Trade Tariff on 4 October 2026, heading 2803 covers carbon blacks and other forms of carbon not elsewhere specified or included. Its single commodity line, 2803 00 00 00, carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspension. The table therefore contains only that verified line.

The tariff attaches import and export waste controls. Waste shipment controls apply only where the material is waste. For a shipment from China to England subject to notification controls, the exporter applies to the dispatch authority for consent; shipment can start only after consent from the Environment Agency and the other authorities involved. Ask your customs broker to confirm the applicable control for recovered material and any proposed return shipment.

Confirm the composition and carbon form before using this code, particularly for coated powders, blends or slurries. Use our commodity code guide. For the alternative anode material, see synthetic graphite battery anode powder.

Specify powder and electrode performance

State the intended battery chemistry, precursor, coating status and whether additives are present. Agree particle size distribution, moisture, ash, metallic impurities, surface area and tap density, with a test method for each. Request a batch certificate of analysis and retain an approved sample.

Define reversible capacity, initial coulombic efficiency and cycling acceptance using an agreed electrode recipe, electrolyte, voltage window and test procedure. Compare production material with the approved sample under the same conditions. Supplier results from a different cell recipe are a poor basis for accepting a batch.

Check the UK REACH registration position before import. Where a new registration is required and downstream user import notification provisions do not apply, it must be completed before imports reach 1 tonne per year. Arrange competent chemical classification, and correct labelling and packaging before supplying the powder in Great Britain. Request a current safety data sheet and evidence relevant to your powder's dust behaviour.

Worked duty example

Illustrative example, not a quote: Illustrative order: 300 kg of hard carbon anode powder for pilot electrode production under 2803 00 00 00, invoiced at £15,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £17,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £17,000, so it is £3,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match bag labels, batch references and certificates to the ordered precursor, coating and formulation; retain sealed samples from each production lot.

Powder: check particle size distribution, moisture, ash and metallic impurities against the contract, using representative samples and the agreed methods.

Cell performance: repeat the agreed electrode and cell tests on production samples, recording capacity, initial coulombic efficiency and cycling behaviour.

Packing and handling: check sealed moisture barriers, clean liners, damaged bags and signs of caking. Where the powder presents a fire or explosion risk, employers must assess and eliminate or reduce that risk under the Dangerous Substances and Explosive Atmospheres Regulations.

What goes wrong

A precursor or heat-treatment change can produce material that looks identical but performs differently in the buyer's cells. Excess fines, moisture, ash or metallic contamination can disrupt slurry preparation and electrode consistency. A matching headline capacity does not establish matching initial efficiency or cycling performance.

Keep affected lots separate when certificates, packing or repeat tests disagree. Compare retained samples, ask the factory to explain process changes and agree corrective action before reordering. Use quality inspection to check batch identity, sampling and packing before dispatch.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on hard carbon anode powder from China?

The supplied tariff record, read on 4 October 2026, gives 0% for code 2803 00 00 00, with no listed anti-dumping or countervailing duty.

Does hard carbon anode powder need UK REACH registration?

Check the substance and your registration position. Where a new registration is required and notification provisions do not apply, complete it before imports reach 1 tonne per year.

How do I compare Chinese hard carbon suppliers?

Compare production samples using the same electrode recipe, electrolyte and test procedure. Agree capacity, initial coulombic efficiency, cycling, moisture and impurity acceptance before ordering.

Do waste controls apply to new hard carbon powder?

Waste shipment controls apply only if the material is waste. The tariff attaches waste controls to this code; ask your customs broker to confirm the requirement for the actual shipment.
