Zero duty, subject to the correct classification

Read from the UK Trade Tariff on 1 October 2026, every supplied line of heading 8470 carries 0% duty for goods from China. The supplied data records no anti-dumping or countervailing duty, suspension or attached import control.

Heading 8470 includes pocket-size machines that record, reproduce and display data and have calculating functions. This guide focuses on handheld dictionaries meeting that description. The table shows product variants against the same tariff line, rather than separate tariff categories. Do not choose the code solely because the supplier calls the device an electronic dictionary.

Give your broker the operating manual, dimensions, power arrangement and complete function list to confirm the commodity code. For the wider heading, see calculators and cash registers.

Specify the dictionary content and offline functions

Agree the language pairs, dictionary publisher and edition, British spelling, phonetic display, search methods and pronunciation recordings. Ask the supplier to document permission to supply the dictionary content. Specify whether definitions, audio and saved vocabulary work without an internet connection, subscription or separate download.

Record the keyboard layout, screen legibility, speaker and headphone operation, battery type, charging accessories and firmware version. Test the calculator against agreed examples. Keep an approved sample and a written search script covering inflections, phrases, uncommon words and entries with several meanings.

For equipment covered by the electromagnetic compatibility rules, the manufacturer must provide relevant instructions in English. Under the hazardous-substance rules, individual products must show the importer’s name or trademark and a contactable address on the product or packaging. Arrange annual WEEE producer registration for stock placed on the UK market. Battery instructions must explain the incorporated battery type where appropriate.

Worked duty example

Illustrative example, not a quote: Illustrative order of 40 pocket electronic dictionaries with calculating functions under 8470 10 00 00, invoiced at £1,500 free on board, with £150 of freight and insurance to the UK. The customs value is £1,650. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,650, so it is £330. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dictionary content: run the agreed searches offline, compare definitions and pronunciation with the approved sample, and check the supplied dictionary edition and firmware.

Keys and screen: press every key on sampled units, test touch input where fitted, and check for repeated characters, missing strokes, damaged pixels and unreadable phonetic symbols.

Power and memory: check charging, battery contacts and compartment closure; save vocabulary, restart the device and confirm the saved entries remain accessible.

Documents and packing: check English instructions, importer details, model identification and accessories against the order. Match requested test reports to the actual model and inspect screens and hinges for transit damage. Use a written inspection brief.

What goes wrong

A demonstration can hide missing dictionary entries, awkward search behaviour or functions that depend on an online account. Audio may sound distorted, phonetic symbols may display incorrectly, and firmware changes may alter definitions or erase saved vocabulary. Test production samples with the same offline search script used to approve the model.

A calculator menu alone does not settle classification. Ask your broker to review the complete device specification. Reject substitutions in dictionary content, batteries or firmware until you have checked them against the approved sample and supporting documents.
