UK duty and tariff controls

Read from the UK Trade Tariff on 1 October 2026, heading 8609 covers containers specially designed and equipped for carriage by one or more modes of transport. Half-height bulk freight containers fall within the other-containers line, 8609 00 90 00. The table shows buying variants sharing that line. See the wider dry-bulk freight container guide.

The supplied tariff record lists 0% duty for goods from China, no anti-dumping or countervailing duty, no suspension and no steel measure. Import VAT applies when containers are imported to remain in the UK. The tariff attaches an ozone-depleting-substance restriction, fluorinated greenhouse gas import control and a cultural-object export licence entry. Ask your customs broker to confirm the applicable requirements and declaration documents for the actual container.

Importing ozone-depleting substances into Great Britain requires a licence. Fluorinated gas guidance covers pre-charged equipment, including equipment fitted within other products; disclose any fitted equipment to your broker. Cultural-object licensing concerns exports of cultural objects from Great Britain. These entries alone do not establish a licence requirement for an ordinary dry container. Confirm its construction and transport use through finding your commodity code.

Specify dense cargo and the unloading method

Give the factory the cargo type, bulk density, particle size, moisture conditions and loading method. Agree payload, tare mass, maximum gross mass, internal dimensions and concentrated floor loads. Ask for drawings of the floor, cross-members, corner posts and corner fittings. Match the design to the intended vehicle, handling equipment and stacking arrangement.

Choose an open top, removable cover, end doors or discharge gates to suit your unloading process. Specify gate opening, seals, locking devices and protection against accidental opening. Agree lining material and replaceable wear parts for abrasive cargo. Request a discharge demonstration with representative material, checking retained cargo and access for cleaning.

For international transport, require a valid CSC safety approval plate and evidence of approval matching the supplied design and serial numbers. Arrange the periodic or continuous examination scheme described in the site's container guide. Have the approval organisation review proposed structural changes before manufacture. Agree the drawings and acceptance checks through container programmes.

Worked duty example

Illustrative example, not a quote: Ten half-height bulk containers; order quantity, FOB value and freight are illustrative under 8609 00 90 00, invoiced at £32,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £38,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £38,000, so it is £7,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Structure: compare floor thickness, cross-members, welds and corner fittings with the approved drawings. Look for distortion, cracked welds and corrosion before dispatch and again on arrival.

Discharge: operate doors, gates and locks; check seal contact, obstruction and positive closure. Demonstrate unloading with representative cargo and record material left behind.

Covers and finish: check cover fit, fastening points, drainage and coating coverage around welds and underside edges. Where weather protection is specified, test the agreed closed configuration for leakage.

Approval and identity: match the safety approval plate, serial number and approval documents to each unit. Check that the supplied gate, cover and floor arrangement matches the documented design. Set out the report through quality inspection.

What goes wrong

A volume-based order can miss the loading conditions of dense cargo. Local floor loads, uneven filling and impact during loading can damage the floor or frame. Gates can jam with coarse material, leak fine particles or retain damp cargo around ledges. Agree loading limits and discharge tests against the actual material before accepting the design.

A plate copied from another design does not demonstrate approval of the supplied container. Late changes to gates or floor construction can leave drawings and approval paperwork mismatched. Record the delivered configuration, photograph damage on arrival and resolve discrepancies before putting the container into service.
