0% customs duty: distinguish strand from rope

Read from the UK Trade Tariff on 1 October 2026, heading 7312 covers stranded wire, ropes, cables, plaited bands, slings and similar iron or steel goods that are not electrically insulated. This guide focuses on galvanised steel guy strand for supporting poles and masts. The table includes a guy-rope alternative because a supplier's description of all these products as 'guy wire' does not settle their classification.

The selected stranded-wire lines carry 0% customs duty from China, with no listed anti-dumping or countervailing duty, suspension or steel measure. The selected steel rope line carries 0% customs duty plus 60.40% anti-dumping duty. The tariff attaches an import waste control to 7312 10 49 00. For waste from China entering England under notification controls, the exporter must apply to the dispatch country's competent authority for consent. Confirm the shipment's waste status and applicable requirements with your customs broker.

Confirm the commodity code using the maximum cross-sectional dimension, wire count, carbon content, coating and strand construction. Code 7312 10 65 91 excludes specified galvanised seven-wire strands, so do not select it solely because the steel is high-carbon. Send the broker a cross-section drawing and material specification. See the steel wire rope and cables guide for the wider heading.

Specify the strand and its anchor grips

State the intended pole or mast application, overall strand diameter and tolerance, wire count, individual wire diameters, steel grade, lay direction, lay length and minimum breaking force. Specify zinc coating mass, adhesion and the test method agreed with the buyer. Ask the factory to identify any additional coating and provide batch-linked material and breaking-test reports.

Agree reel lengths, permitted joints, reel identification and packaging that protects the zinc surface. Send drawings or samples of the intended grips and anchor fittings, then arrange a trial assembly. For construction-product applications, review the applicable standard and marking route with your compliance adviser. Where CE marking has been legitimately affixed to a construction product, it can continue to be supplied to the Great Britain market.

Worked duty example

Illustrative example, not a quote: Illustrative order: 10 tonnes of galvanised steel guy strand on reels under 7312 10 65 99, invoiced at £22,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £24,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £24,000, so it is £4,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Construction: measure strand and individual wire diameters, count the wires, and compare lay direction and lay length with the approved drawing.

Coating: check zinc coverage, bare areas, flaking and corrosion; compare coating test results with the purchase specification.

Strength and fittings: match sampled breaking-test results to the agreed minimum, and trial-fit the specified grips without wire damage or slippage.

Reels and records: check reel identification, stated length, damaged flanges, crushed strand and batch links to certificates. Repeat visual checks on arrival before release for installation.

What goes wrong

A strand can match the nominal diameter but have a different wire layout or strength grade. That can change grip fit and breaking performance. Thin or poorly adhering zinc coating, damaged reel flanges and wet packaging can leave corrosion or damaged wires. Agree acceptance criteria before production and use quality inspection to check the shipment against them.

A generic certificate may describe a different batch, while a supplier's 'guy strand' invoice may describe a product that belongs in a rope line. Match the certificate, drawing, reel labels and customs description. Resolve discrepancies before shipment rather than treating a product name as evidence of the duty position.

Frequently asked questions

What is the UK import duty on galvanised steel guy strand from China?

The selected stranded-wire lines carry 0% customs duty. The selected steel rope line also carries 0%, but adds 60.40% anti-dumping duty. Confirm whether the goods are strand or rope before ordering.

Which commodity code covers galvanised guy strand?

Check 7312 10 65 91 and 7312 10 65 99 for zinc-coated strand over 3 mm. The former excludes specified seven-wire strands. Dimension, carbon content and construction decide the line.

What should I ask the Chinese factory to test?

Agree tests for breaking force, zinc coating mass and adhesion, dimensions and grip compatibility. Ask for reports linked to the production batch and reel labels.

Can I use CE-marked strand for a construction project?

Legitimately CE-marked construction products can continue to be supplied in Great Britain. Check that the marking and supporting documents cover the actual strand and intended use.
