Sourcing fuel dispensing pumps from China

Fuel dispensing pumps of the filling-station or garage type carry 0% UK duty from China. For Great Britain, regulated trade meters need conformity assessment and metrology marking; equipment intended for explosive atmospheres also needs explosion-protection compliance. Cambridge China Bridge sources fuel dispensing pumps.

Zero duty on fuel dispensing pumps

Read from the UK Trade Tariff on 30 September 2026, fuel or lubricant dispensing pumps of the type used in filling stations or garages, fitted or designed to be fitted with a measuring device, fall under 8413 11 00 00 and carry 0% duty from China. The supplied tariff record shows no anti-dumping or countervailing duty, suspension or attached import control for this line.

Heading 8413 covers pumps for liquids and liquid elevators. The table includes adjacent metered pumps, handpumps and pump parts for comparison, all at 0% in the supplied record. These are separate classifications, not alternative codes for the same dispenser. Confirm the commodity code from the complete specification. For the wider heading, see water pumps and circulators.

Specify the fuel, meter and installation

State whether the dispenser handles petrol, diesel or lubricants, whether it sells measured fuel or supplies an internal fleet, and the intended installation environment. Specify flow, operating pressure, suction arrangement, supply voltage, hose and nozzle, seal materials, filtration, display, totaliser and payment-system interface. Agree the exact meter, motor and controller models.

For a trade measuring system within the Measuring Instruments Regulations, the importer must check that the manufacturer has completed the required conformity assessment. Check the declaration, applicable conformity marking, supplementary metrology marking and relevant English operating information.

Equipment intended for potentially explosive atmospheres falls under the explosion-protection rules. Importers must check the manufacturer's conformity assessment and add their identification. Ask for evidence covering the exact dispenser configuration and intended environment through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 3 fuel dispensing pumps under 8413 11 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Metering: compare delivered quantity with the display using suitable reference equipment at the agreed operating conditions. Record repeatability, totaliser operation and the condition of calibration seals.

Fuel circuit: check hose, nozzle, filter, joints and seal materials against the order. Inspect for leakage during controlled testing with a suitable test medium.

Controls: check start, stop, nozzle shut-off, display reset and any payment interface. Confirm that the controller retains the agreed settings after power interruption.

Identity and arrival: match delivered model and serial details to the documents; inspect hose damage, loose connections and packing damage. Compare arrival checks with the pre-shipment inspection record.

What goes wrong

A transfer pump with a display can be offered when the buyer needs a dispenser for selling measured fuel. Other failure points include seals incompatible with the specified fuel, inaccurate metering, leaking swivel joints, substituted motors and payment interfaces that do not communicate with the buyer's system.

Documents may describe a different meter, motor or assembly from the delivered unit. Compare the physical configuration with the evidence before shipment, and agree spare seals, hoses, nozzles and controller support in writing.
