Sourcing fuel and oil additives from China
Fuel and lubricant additives from China carry ordinary UK duty of 4% to 6%, with qualifying suspensions to 0%. Additives placed on the Great Britain market must be classified and labelled under its chemical classification rules. Cambridge China Bridge sources fuel and oil additives.

Duty, formulation and conditional suspensions
Read from the UK Trade Tariff on 17 November 2026, heading 3811 covers prepared anti-knock additives, oxidation and gum inhibitors, viscosity improvers, anti-corrosive preparations and other additives for mineral oils or liquids used for the same purposes. The lubricant branches distinguish preparations containing petroleum or bituminous mineral oils from other preparations.
Ordinary duty for goods from China is 4%, except tetraethyl-lead anti-knock preparations at 6%. The supplied tariff record shows no anti-dumping or countervailing measures and no attached import controls. Selected formulations have suspensions to 0%, sometimes under authorised use. Match every composition, use and footnote condition. Suspensions under the residual lubricant codes cover specified products rather than everything within those codes.
You must be authorised to declare goods to authorised use and pay less duty. Ask your customs broker to check the applicable suspension and customs supervision conditions before claiming relief. Provide the composition, mineral-oil content and intended function when confirming the commodity code. Some supplied suspension footnotes are incomplete, so obtain their full wording before relying on them.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Zinc dithiophosphate lubricant additive containing mineral oil | 3811 21 00 26 | 4% | None |
| Calcium alkylbenzenesulphonate lubricant additive containing mineral oil | 3811 21 00 29 | 4% | None |
| Other lubricant additives containing petroleum or bituminous mineral oils | 3811 21 00 90 | 4% | None |
| Other lubricant additives without petroleum or bituminous mineral oils | 3811 29 00 90 | 4% | None |
| Polyisobutenyl succinic acid corrosion inhibitor containing mineral oil | 3811 90 00 50 | 4% | None |
Specify the additive chemistry and blending performance
Specify whether you need a dispersant, detergent, oxidation inhibitor, viscosity improver, antiwear additive or corrosion inhibitor. Agree the chemical identity, active content, carrier oil, viscosity, density, water content and relevant sulphur, phosphorus, zinc or calcium content. For detergent packages, agree the total base number. State the receiving base oil or fuel and the intended treatment rate.
Approve a trial blend in your own base oil or fuel. Agree checks for solubility, sediment, foaming, corrosion and storage stability, with test methods and acceptance limits written into the purchase specification. Ask for batch analysis, retained samples, sealed packaging and disclosure of formulation changes.
For supply in Great Britain, substances and mixtures must be classified and labelled under the applicable chemical classification rules. UK REACH registration applies to substances, including substances in mixtures; registration is per substance and legal entity. Check the registration position for each constituent, and request the safety data sheet. For Northern Ireland orders, obtain separate advice for the destination.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of zinc dithiophosphate lubricant additive under 3811 21 00 26, invoiced at £24,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £26,200. Duty at 4% is £1,048. Import VAT at 20% is charged on the customs value plus duty, £27,248, so it is £5,449.60. Import taxes total £6,497.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,048 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the batch number, formulation description, analysis certificate and safety data sheet to the ordered additive.
Composition: compare active content, carrier oil, viscosity, water and relevant elemental analysis against the agreed specification.
Blend performance: test a retained batch sample in the intended base oil or fuel for compatibility, sediment, foam and the claimed additive function.
Packaging: check seals, leakage, net weight and readable labels before releasing the batch. Plan sampling through the inspection guide.

What goes wrong
A similar trade name can conceal a different carrier oil, diluted active content or changed chemistry. An additive may look acceptable in its drum yet cause haze, sediment or foam in the buyer's blend. Compare production samples with the approved formulation and repeat the blend trial after a formulation change.
A supplier's zero-duty claim can overlook narrow composition or authorised-use conditions. Treat the tariff classification and chemical documentation as separate checks. Ask for the full formulation before ordering and use factory verification to assess the formulator's laboratory and batch records.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on oil additives from China?
Ordinary duty is 4%, except tetraethyl-lead anti-knock preparations at 6%. Selected formulations qualify for conditional suspensions to 0%. The supplied tariff record shows no anti-dumping or countervailing duty.
Are all lubricant additives duty-free?
No. Suspensions apply to specified formulations and conditions. A suspension listed against an 'other' code does not make every product within that code duty-free.
Does UK REACH apply to an additive mixture?
Registration applies to constituent substances, including those in mixtures, and is per substance and legal entity. Check the registration position against the disclosed formulation before importing.
How do I check that an additive works in my oil?
Trial the production batch in your intended base oil at the agreed treatment rate. Check compatibility, sediment, foam and the claimed function against the approved sample and written acceptance limits.
