Sourcing frozen waffles from China
Frozen waffles from China carry 8% duty across the waffle lines shown. The main rule is recipe eligibility: dairy ingredients in Chinese composite products are prohibited, regardless of their original source. Check animal ingredients before ordering and agree frozen transport. Cambridge China Bridge sources frozen waffles.

Frozen waffle duty and import eligibility
Read from the UK Trade Tariff on 30 September 2026, the waffle lines within heading 1905 carry 8% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. Heading 1905 covers bakers' wares. Water content, cocoa coating and immediate pack weight distinguish the waffle lines; freezing alone does not identify the code. Confirm the commodity code using the recipe and moisture result. See the frozen croissants guide for wider heading coverage.
The tariff attaches veterinary control. Dairy-containing frozen waffles from China cannot be imported into Great Britain under the China safeguard described by official guidance, even when the dairy ingredient originally came from an approved country. Dairy-free recipes containing egg or other animal ingredients still need a composite-product assessment. Have your customs broker confirm eligibility, any exemption and the applicable documents before shipment.
The tariff also attaches a restriction on entry into free circulation and organic import control. Official guidance explains that restricted non-animal foods may require designated border entry and documentary checks. This does not establish whether your waffle recipe is covered: ask your customs broker to confirm. Organic consignments need a separate Certificate of Inspection from the relevant control body in the exporting country.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Waffles with water content exceeding 10% by weight | 1905 32 05 00 | 8% | None |
| Other cocoa-coated waffles, immediate packs not exceeding 85 g | 1905 32 11 00 | 8% | None |
| Other cocoa-coated waffles, other pack sizes | 1905 32 19 00 | 8% | None |
| Other waffles, neither cocoa-coated nor salted | 1905 32 99 00 | 8% | None |
Specify the recipe and reheated texture
Obtain the complete recipe, including coatings, fillings, butter, milk powder, whey and egg ingredients. Record ingredient origins and whether animal ingredients arrive processed or are processed during manufacture. Do not accept a dairy-free claim based only on the front label. Settle import eligibility before approving production.
For an eligible composite product that is not exempt, non-EU products that are not shelf-stable and sterilised are medium risk; those containing egg need a composite health certificate. Non-exempt composite products also require an import notification. Exempt composite products must travel with an exporter's commercial document. Ask the broker to assess the actual cooking process and composition.
Specify waffle shape, thickness, portion weight, sweetness, browning, filling distribution and fully baked or partly baked condition. Test samples using the buyer's intended toaster or oven, checking a crisp surface and a heated centre. Agree frozen storage, temperature recording, remaining shelf life on arrival and packaging that prevents sticking and breakage. Confirm food-business registration requirements with the relevant local authority.
Worked duty example
Illustrative example, not a quote: Illustrative order only: 12 tonnes of dairy-free frozen waffles, subject to import eligibility checks under 1905 32 05 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 8% is £1,800. Import VAT at 20% is charged on the customs value plus duty, £24,300, so it is £4,860. Import taxes total £6,660; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,800 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Recipe: compare production ingredients, coatings and fillings with the approved recipe; check allergen testing and ingredient-origin records.
Cold chain: review transport temperature records and measure product temperature on arrival against the agreed specification; investigate heavy ice, fused waffles or distorted packs.
Reheating: check colour, centre texture, surface crispness, sticking and breakage using the approved preparation method. Record findings through quality inspection.
Packaging and labels: check seals, portion weights and date coding. Confirm English labelling requirements with the relevant food authority before approving artwork, including ingredients, allergen emphasis, net weight, date, storage conditions and a UK address.

What goes wrong
A factory may substitute butter, milk powder or a dairy-containing chocolate coating after sample approval. That can change import eligibility as well as the allergen declaration. Check the production recipe and ingredient purchases before dispatch; a health certificate does not remove the China dairy safeguard.
Temperature excursions can leave waffles stuck together, cracked or soggy after reheating. Excess ice warrants investigation alongside the temperature record. Keep affected cartons separate while assessing them, and compare reheated arrival samples with the approved sample before releasing stock.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on frozen waffles from China?
The waffle lines shown carry 8% duty for Chinese-origin goods, with no anti-dumping or countervailing duty or suspension recorded. Confirm the exact code from water content, coating and pack weight.
Can I import frozen waffles containing butter from China?
No. Official China safeguard guidance prohibits dairy products, including dairy ingredients in composite products, regardless of their original source. Butter-containing frozen waffles fall within that restriction.
Do dairy-free frozen waffles containing egg need a health certificate?
If not exempt, non-EU frozen composite products containing egg need a composite health certificate. Have the broker assess the recipe and cooking process; exempt products need an exporter's commercial document.
What should I check when frozen waffles arrive?
Review temperature records, measure product temperature, inspect seals and date codes, and check sticking or ice accumulation. Reheat samples using the agreed method and compare texture, colour and breakage with the approved sample.
