Duty and controls for oak leaf lettuce

Read from the UK Trade Tariff on 29 September 2026, heading 0705 covers fresh or chilled lettuce and chicory. Fresh oak leaf lettuce fits the other-lettuce line, 0705 19 00 00, carrying 10% duty for goods from China. The supplied record shows no anti-dumping or countervailing duty and no suspension. The table presents buying formats sharing this tariff line.

The tariff attaches HMI conformity certification, Certificate of Conformity and organic import controls. Ask your customs broker to confirm which marketing standards apply to whole lettuce; goods subject to specific marketing standards need a conformity certificate before entering Great Britain. Ask your customs broker to confirm how both conformity entries are satisfied. Organic consignments from China need a Great Britain certificate of inspection.

Confirm the exact presentation and commodity code before ordering. Ask your broker to establish the plant-health risk category and any phytosanitary requirements for the Chinese shipment. The lettuce and chicory guide covers the wider heading.

Specify the leaf, harvest and packing

Specify red or green oak leaf, the cultivar, whole-plant presentation, trimmed weight, leaf size and acceptable colour variation. Agree limits for broken lobes, tip burn, yellowing, soil, insects and damaged bases. Approve photographs showing the actual packing format and a representative opened carton.

Agree pre-cooling, chilled transport, ventilation, protection against crushing and the remaining usable life expected at delivery. Specify whether the product is unwashed and needs washing before use. Ask the packing operation to identify the grower, harvest lot and packing lot.

Confirm with your customs broker which marketing standards for quality and labelling apply to whole lettuce. Nitrate safety limits also apply to imported lettuce. Ask an accredited laboratory to check pesticide residues against GB maximum residue levels and nitrate against the applicable lettuce limit, using samples traceable to the shipment.

Worked duty example

Illustrative example, not a quote: Illustrative trial order: 100 kg of whole fresh oak leaf lettuce under 0705 19 00 00, invoiced at £1,290 free on board, with £1,350 of freight and insurance to the UK. The customs value is £2,640. Duty at 10% is £264. Import VAT at 20% is charged on the customs value plus duty, £2,904, so it is £580.80. Import taxes total £844.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £264 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: check oak-shaped leaf lobes, cultivar, red or green colour and whole-plant presentation against the agreed sample.

Condition: open cartons from different positions and check wilt, slime, decay, tip burn, crushed leaves, soil and insects.

Cold chain: compare arrival temperatures and transport records with the agreed specification; inspect for condensation and freezing damage.

Packing and records: check net weight, carton ventilation, origin and quality-class information, lot identification and matching laboratory reports. Use the inspection guide to prepare the brief.

What goes wrong

Delicate lobed leaves bruise under tight packing, while excess moisture and damaged bases encourage deterioration. Attractive outer leaves can hide decay inside a carton. Record condition immediately on arrival and compare opened cartons with the dispatch photographs.

A generic vegetable test report may cover a different crop or harvest. Match reports to the lettuce lot and confirm that nitrate testing was included. Settle conformity documents and the broker's plant-health assessment before dispatch so document queries do not consume the selling window.
