UK duty on franking machine ink ribbons

Read from the UK Trade Tariff on 3 October 2026, heading 9612 covers prepared impression ribbons, on spools or in cartridges, and ink-pads. The supplied lines for goods from China all carry 0% duty, with no listed anti-dumping or countervailing duties, suspensions or import controls. Import VAT is normally 20%.

For franking ribbons, distinguish plastic ribbon from man-made fibre ribbon and check whether the cartridge and width conditions apply. The segmented-colour dye-sublimation line is included for comparison, not as a suggested franking ribbon specification. Confirm the commodity code using the ribbon material, dimensions and cartridge construction.

A liquid ink cartridge is a different consumable: see the printing inks and ink cartridges guide. For the wider heading, see thermal transfer ribbons and ink pads.

Specify the franking machine and ribbon construction

Give the factory the machine maker, exact model and existing consumable reference, supported by photographs and an approved sample. Specify ribbon material, width, length, ink colour, winding direction, spool drive, cartridge locating features, leader and end detection features. Agree the envelope and label materials used for the print trial.

Ask the machine service provider to confirm suitability for the intended postal service before ordering stock. Agree a print-yield test using the same impression layout and substrate. A cartridge that fits still needs testing for ink transfer, feed tension and print clarity.

UK REACH generally applies to substances on their own, in mixtures or in articles in Great Britain. Ask the supplier for a statement on substances of very high concern in the ink coating. Ask Trading Standards to confirm the rules for using the machine maker's trade marks or appearance on compatible packaging, and avoid suggesting that the ribbon is an original product.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,200 plastic thermal transfer ribbon cartridges for franking machines under 9612 10 10 90, invoiced at £2,500 free on board, with £590 of freight and insurance to the UK. The customs value is £3,090. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,090, so it is £618. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit and feed: install arrival samples in the intended machine; check locating tabs, drive engagement, ribbon tension, winding and end detection without forcing the cartridge.

Impression: print on your envelopes and labels; check complete characters, clear edges, even ink transfer, drying and resistance to rubbing.

Usable ribbon: compare sampled ribbon length and print yield with the agreed specification; look for creases, broken joins, slack winding and ink build-up.

Packing and identity: check sealed packs, cartridge protection, model references, batch identification and artwork against the approved sample.

What goes wrong

Similar-looking cartridges can have different drive sockets or locating tabs. Incorrect winding causes feed problems; uneven ink coating leaves faint impressions or smears; poor seals let ribbons dry during storage. A supplier may also quote for a liquid ink cartridge when the buyer needs a ribbon assembly.

Approve a working sample in your machine and retain its printed impressions for comparison with production and arrival samples. Check compatibility wording and packaging before printing the batch. Use the quality inspection guide to define the checks.
