6% duty on fountain pen inks

Read from the UK Trade Tariff on 1 October 2026, heading 3215 covers printing, writing, drawing and other inks, whether concentrated or solid. Fountain pen inks fall within the residual writing-ink line 3215 90 70 90, carrying 6% duty for goods from China. The table shows product variants sharing this code. No anti-dumping or countervailing duty is recorded in the supplied tariff data.

The line lists suspensions for specified dry toner powder and ink formulations used to manufacture inkjet cartridges under authorised use. These descriptions do not cover ordinary fountain pen inks. The UK Trade Tariff also attaches an import waste control. Environment Agency guidance says waste shipment controls apply only to waste. For goods from China, confirm the applicable requirement with your customs broker if the shipment is waste or its status is uncertain.

Confirm the commodity code against the actual formulation and presentation before ordering. Do not use the printer-cartridge line simply because fountain pen ink comes in a cartridge. See the calligraphy ink guide for the wider heading and UK import duty and VAT for the calculation method.

Specify ink for the intended nib and feed

Specify whether the ink is dye-based or pigmented, the target colour, intended pen types, bottle opening, filling method and cleaning instructions. Keep an approved ink sample and writing samples on your intended papers. Agree checks for flow, restart after a pause, feathering, bleed-through, drying and water resistance where claimed. Confirm fountain pen suitability rather than accepting a generic calligraphy ink description.

Ask for the formulation information and an English safety data sheet for each colour. UK REACH covers individual substances in mixtures. Review the registration position for the ingredients you import. Suppliers must ensure correct labelling and packaging before placing mixtures on the Great Britain market. Agree how formulation changes will be disclosed before approving labels or repeat batches.

Worked duty example

Illustrative example, not a quote: 900 bottles of fountain pen ink, illustrative only under 3215 90 70 90, invoiced at £12,000 free on board, with £900 of freight and insurance to the UK. The customs value is £12,900. Duty at 6% is £774. Import VAT at 20% is charged on the customs value plus duty, £13,674, so it is £2,734.80. Import taxes total £3,508.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £774 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Colour: compare writing from arrival samples with the approved sample using the same pens and papers; check shade, shading and any claimed sheen.

Flow: test filling, continuous writing and restart after a pause in the intended nibs and feeds; check skipping, excessive wetness and difficult cleaning.

Ink condition: check sampled bottles for unexpected sediment, particles, separation or visible growth; assess pigmented ink against the agreed dispersion and cleaning checks.

Packing and records: check fill quantity, bottle necks, cap seals and leakage inside cartons; match colour names and batch references to the order and safety documents.

What goes wrong

A colour can match in the bottle but differ on paper. Changes in formulation can alter flow, drying and feathering. Particles or unstable pigment dispersions can obstruct a feed, while inks intended for dip pens may perform poorly in fountain pens. Approve the actual formulation in the intended pens and retain samples from supplied batches.

Loose caps, unsuitable seals and cracked bottles can spoil an otherwise acceptable batch. Check the packed product before shipment and inspect cartons on arrival. Separate leaking or suspect stock while you investigate, and record which batches and colours are affected.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
