Zero duty on finished fluconazole capsules

Read from the UK Trade Tariff on 10 October 2026, heading 3004 covers medicines in measured doses or retail packs. The other-medicaments line, 3004 90 00 00, carries 0% duty for China, with no anti-dumping or countervailing duty and no suspension listed. The pack variants below share this tariff line; confirm classification against the complete formulation.

The line attaches Home Office controlled-drug, free-circulation, CITES and seal-product import controls. Controlled-drug imports need a licence if the formulation contains controlled substances. CITES permits are required for species in the specified annexes. Importing ozone-depleting substances into Great Britain needs a licence. Seal products are generally banned from sale, with limited exceptions. Have your customs broker confirm the requirements for the Chinese goods, using the full ingredient and capsule-shell composition.

The file also lists export flags for controlled drugs, CITES, mercury and goods for torture and repression. Confirm the commodity code before shipment. For the wider heading, see the omeprazole capsules guide.

Specify the capsule and its authorised pack

For ordinary commercial supply, settle the UK marketing authorisation and licensed import route before ordering. Confirm with the MHRA the manufacturer's licence and qualified-person batch-certification requirements for medicines imported from China into Great Britain. Check the factory's good manufacturing practice status and inspection history against the product's authorisation.

Specify fluconazole content per capsule, capsule size, shell material and colour, excipients, printing, pack count and blister or bottle construction. Agree the identity, assay, impurity and dissolution checks with the buyer's pharmaceutical quality team. Match the specification and artwork to the authorised product rather than accepting the factory's domestic pack.

Ask for shell-material traceability, batch documents, stability information and the agreed remaining shelf life on arrival. Define how changes to the shell, excipients, manufacturing site or packaging will be reviewed before production.

Worked duty example

Illustrative example, not a quote: Illustrative order: 4,000 retail packs of authorised fluconazole capsules under 3004 90 00 00, invoiced at £80,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £84,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £84,000, so it is £16,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Capsules: check for cracked shells, loose caps, powder leakage, sticking and inconsistent printing against the agreed sample.

Batch testing: compare the certificate of analysis with the authorised specification; arrange identity, assay and dissolution checks through the importer's quality system before qualified-person certification.

Packs and leaflets: compare cartons, blister foil and patient leaflets with approved artwork; match batch numbers and expiry dates to the batch documents.

Arrival conditions: review temperature records against labelled storage conditions; check blister seals, bottle closures and moisture damage before accepting stock.

What goes wrong

An acceptable capsule sample can still arrive in the wrong strength or pack. A changed shell or excipient can affect the agreed performance, while damaged blister seals expose the contents to moisture. Batch certificates may describe a different batch from the cartons received.

A factory's domestic approval does not replace the UK marketing authorisation or licensed import route. Check these before ordering, then compare batch documents, test results and artwork before release. Cosmetic inspection cannot establish assay or dissolution.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
