UK duty and CITES checks

Read from the UK Trade Tariff on 29 September 2026, heading 4113 covers leather further prepared after tanning or crusting, without wool or hair, whether or not split, excluding leather of heading 4114. Finished lizard leather falls within the reptile line, 4113 30 00 00. The table shows finish variants sharing that commodity line.

The supplied tariff record gives 2% duty for reptile leather from China, with no anti-dumping or countervailing duty and no suspension recorded for this line. It attaches CITES import and export controls. Identify the exact species and ask your customs broker to confirm the applicable import and export or re-export documents. APHA guidance requires permit documentation for species listed in the controlled annexes.

Confirm the material, processing stage and description using finding your commodity code. For the wider heading context, see finished snakeskin leather. Keep the classification check separate from the species and CITES checks.

Specify species, cutting area and finish

Ask the supplier for the scientific species name, source country, tannery identity and batch records. Specify whole skins or splits, belly or back cut, thickness, usable width and length, and the position of acceptable scars. Send your cutting templates so the factory can demonstrate usable panels rather than quote only total skin area.

Approve a physical sample for scale pattern, colour, gloss, softness and backing. Agree how skins will be matched for paired components and how holes, loose scales and repaired areas affect acceptance. Request batch-specific testing for the intended use through testing and certification, including colour transfer and finish adhesion.

Worked duty example

Illustrative example, not a quote: Illustrative order: 30 finished lizard skins; illustrative whole-pound FOB and freight values under 4113 30 00 00, invoiced at £4,113 free on board, with £90 of freight and insurance to the UK. The customs value is £4,203. Duty at 2% is £84.06. Import VAT at 20% is charged on the customs value plus duty, £4,287.06, so it is £857.41. Import taxes total £941.47; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £84.06 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: compare the species description, batch references and skin quantities across the goods and supplier documents.

Cutting yield: lay your templates over the usable area and record holes, scars, edge damage and repairs that interrupt a panel.

Finish: compare colour and gloss with the approved sample; check rubbing, flexing, loose scales and surface cracking.

Arrival condition: check for mould, damp packing, folds and abrasion; photograph affected skins before sorting or cutting.

What goes wrong

A supplier may describe embossed leather or mixed species simply as lizard leather. Treat missing species identification as an unresolved buying decision. For CITES-controlled goods, use a designated entry point; UK Border Force checks and endorses the documents. Ask your broker to review the shipment arrangements before dispatch.

At resale, commercial use of Annex A specimens without a valid certificate, or Annex B specimens imported illegally, is an offence. Keep the import records with the batch and confirm the applicable sale conditions. Separately, a visually acceptable skin can give poor cutting yield when scars cross the required panels.
