Sourcing False Eyebrows from China
False eyebrows from China carry 2% UK duty across the relevant material lines, with no anti-dumping or countervailing measure listed. Consumer products supplied in Great Britain must be safe; animal-hair versions also need species checks because cat and dog fur is banned and CITES controls may apply. Cambridge China Bridge sources false eyebrows.

False eyebrow duty and material controls
Read from the UK Trade Tariff on 1 October 2026, heading 6704 covers made-up false eyebrows of human hair, animal hair or textile materials alongside other hair articles. The relevant false-eyebrow lines all carry 2% duty on goods from China. No anti-dumping or countervailing measures or tariff suspensions are listed. The synthetic textile line appears twice in the table to distinguish full and partial brow pieces.
The other-materials line attaches CITES and cat and dog fur controls for imports and exports. False eyebrows containing cat or dog fur cannot be imported from China or sold in the UK. For animal-hair products that are CITES specimens, arrange the applicable Great Britain permit and corresponding Chinese export documentation. Confirm the species and documents with your customs broker and the Animal and Plant Health Agency before ordering.
Ask for the fibre composition and construction, then confirm the commodity code for the actual goods, including any bundled adhesive. Complete synthetic wigs have a separate line and are outside this false-eyebrow guide. See the wigs, extensions and false lashes guide for the wider heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Synthetic textile false eyebrows, full brow pieces | 6704 19 00 00 | 2% | None |
| Human hair false eyebrows | 6704 20 00 00 | 2% | None |
| False eyebrows of other materials, including animal hair | 6704 90 00 00 | 2% | None |
Specify brow shape, hair direction and backing
State whether the order is for full replacement brows or pieces that fill sparse areas. Specify human hair, synthetic textile fibre or the named animal species. Define the brow outline, arch position, length, width, shade, density and direction of the hairs. Approve left and right reference samples, including the appearance of the inner edge and tapered tail.
Specify the backing material, edge finish, attachment method, removal method and whether reuse is intended. For consumer products supplied in Great Britain, the importer must ensure safety under normal or reasonably foreseeable use and provide relevant information about risks that are not immediately obvious. Assess skin contact, loose fibres and attachment or removal risks against the intended use.
List any separate adhesive or remover in the order. If that component may be a cosmetic, confirm with the Office for Product Safety and Standards whether a UK-established Responsible Person, a product information file containing a safety report, and notification are required before it is made available in Great Britain. Ask for its formulation and product-specific safety documentation rather than relying on the eyebrow sample alone.
Worked duty example
Illustrative example, not a quote: 2,000 pairs of synthetic textile false eyebrows, illustrative only under 6704 19 00 00, invoiced at £3,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £4,200. Duty at 2% is £84. Import VAT at 20% is charged on the customs value plus duty, £4,284, so it is £856.80. Import taxes total £940.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £84 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Shape and pairing: compare the brow outline, arch, dimensions and left-right pairing with the approved samples; check that hairs point in the agreed direction.
Fibre and colour: check composition records, compare shades under consistent lighting, and brush samples gently to check shedding; investigate unexpected fibres or inconsistent animal-species declarations.
Backing and attachment: inspect visible edges, tears and lifted hairs; check attachment and removal on suitable test surfaces using the agreed method, and check that trays do not flatten the brows.
Labels and records: check usage and removal information against the safety assessment. Where reasonable, the product or packaging must identify the producer's name and address and the product reference or applicable batch. Link inspection findings to the supplied batch through your inspection process.

What goes wrong
Watch for mismatched arches, blunt tails, hairs laid in the wrong direction, conspicuous backing edges and colour differences between pairs. Brushing can expose weak hair attachment, while removal can reveal a backing that stretches or tears. Keep an approved sample and agree how each defect will be judged before production.
A satisfactory brow sample does not establish the identity of animal fibres or the safety of a bundled adhesive. Undeclared fibre substitutions can change the import-control position. Check animal-species records and component documentation before shipment, and repeat the agreed appearance, attachment and packing checks on arrival.
