UK duty and quick-hitch classification

Heading 8431 covers parts suitable solely or principally for the machinery named in its heading description. For quick hitches, the candidate lines here are other cast iron or cast steel parts and other excavator parts. Read from the UK Trade Tariff on 4 October 2026, both candidate lines carried 0% duty for goods from China. Neither has an anti-dumping or countervailing duty, suspension or attached import control in the supplied tariff extract. This is a quick-hitch comparison, rather than the duty range for every product under the heading.

Give your customs broker the hitch drawing, material, manufacturing method, intended excavator and details of any separately supplied hydraulic kit. Confirm the commodity code before ordering rather than accepting a code copied from a bucket invoice.

Specify the excavator interface and attachment lock

State the excavator make and model, arm mounting dimensions, pin diameters, pin centres and bucket mounting width. Supply drawings for the attachments the hitch must accept. Agree the permitted attachment range, hitch weight, clearances throughout movement and whether the supply includes pins, bushes, hoses, valves and cab controls.

Specify manual or automatic operation and ask the factory to explain how the attachment remains retained if hydraulic pressure is lost. For a hydraulic hitch, agree working pressure, hose routing, connectors and the release control arrangement. Require a demonstration using the actual mating dimensions, with acceptance criteria written into the order.

HSE says suppliers must supply safe work equipment and make reasonable safety checks, including appropriate conformity marking, declarations and instructions. Obtain the documents applicable to the exact hitch and installation. HSE also says purchasers should receive the appropriate declaration and instructions, with this information in English for the UK.

Worked duty example

Illustrative example, not a quote: 10 compact-excavator hydraulic quick hitches; illustrative order only under 8431 49 80 90, invoiced at £20,000 free on board, with £400 of freight and insurance to the UK. The customs value is £20,400. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,400, so it is £4,080. Inspection checklist

Fit: measure mounting holes, pin centres and attachment engagement against the approved drawings; repeat the fit check on arrival before installation.

Retention: demonstrate engagement, locking and release under the manufacturer's procedure. Check that any specified retaining pin is supplied and fits its intended position.

Fabrication and hydraulics: check welds before paint, material records, pin and bush fit, hose protection and leakage during the agreed operating test. Record defects through quality inspection.

Documents: match the hitch identification to its declaration, drawings and English instructions. Check that installation, attachment changes and maintenance are described for the supplied configuration.

What goes wrong

A hitch can match the excavator arm yet fail to engage the buyer's buckets correctly. Wrong pin centres, excessive clearance, incomplete lock travel or hydraulic connections that foul during movement can make an apparently suitable unit unusable. Check the machine interface and attachment interface separately, and repeat the agreed functional checks after delivery.

A missing retaining pin can allow an attachment to fall even after the hitch appears to work. HSE describes the cessation of semi-automatic hitch supply as a voluntary agreement by European manufacturers. Ask suppliers to describe their mechanism rather than relying on the word automatic.
