Sourcing ionomer pellets from China
Ethylene-based ionomer resin pellets from China have UK duty rates from 0% to 6%, with suspensions for specified grades. Match the polymer and salt chemistry to the tariff description before claiming relief. Confirm the polymer and monomer registration position with HSE. Cambridge China Bridge sources ethylene-based ionomer resin pellets.

Duty depends on the ionomer chemistry
Read from the UK Trade Tariff on 1 October 2026, heading 3901 covers polymers of ethylene in primary forms. The specified terpolymer-salt ionomer under 3901 90 30 00 carries 0% duty from China. The specified ethylene-acrylic acid zinc or sodium salts and ethylene-methacrylic acid ionomer salts carry 6%, suspended to 0% for qualifying material. Their suspension excludes mixtures, preparations and products containing these polymers as components.
Other ethylene polymers under 3901 90 80 99 carry 6%; its suspension descriptions do not provide a general ionomer exemption. The selected lines show no anti-dumping or countervailing duty. The tariff attaches waste import controls. Waste shipment controls apply only where material is waste. For any proposed waste shipment from China, confirm the applicable route with your customs broker and the Environment Agency before dispatch.
Give your broker the monomer composition, neutralising metal, salt form, additives and pellet description to confirm the commodity code. The table lists classification candidates, rather than interchangeable descriptions for every ionomer. See the polyethylene and EVA guide for the wider heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Ionomer salt of ethylene, isobutyl acrylate and methacrylic acid terpolymer | 3901 90 30 00 | 0% | None |
| Specified zinc or sodium salt of ethylene and acrylic acid copolymer | 3901 90 80 55 | 6% | None |
| Ionomer salt of ethylene and methacrylic acid copolymer | 3901 90 80 91 | 6% | None |
| Other ethylene polymers, subject to confirmation of the ionomer composition | 3901 90 80 99 | 6% | None |
Specify the ionomer chemistry and processing grade
Specify the acid comonomer, neutralising metal, degree of neutralisation, acid content and additive package. Agree melt flow with its test temperature and load, density, moisture acceptance, colour and pellet uniformity. State whether the material is virgin, recycled or blended, and identify the intended film, sealing or moulding process.
Approve a processing sample against your existing material. Compare seal behaviour, clarity, stiffness and surface finish where these matter to the application. Agree batch analysis, retained samples, sealed moisture-resistant bags and storage instructions.
Confirm with HSE whether the polymer, monomers and additives need UK REACH registration arrangements for your import. Obtain the composition and safety data sheet before ordering. UK REACH also requires businesses to communicate chemical risk management measures to users; confirm how that responsibility applies to the actual grade.
Worked duty example
Illustrative example, not a quote: Illustrative order: 6 tonnes of the specified terpolymer-salt ionomer pellets under 3901 90 30 00, invoiced at £26,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £29,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £29,000, so it is £5,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: check bag labels, producer, grade and batch against the purchase specification and analysis certificate.
Chemistry: check the acid comonomer, neutralising metal and additive declarations against the approved sample.
Processing: check batch melt flow and moisture against the agreed methods, then trial pellets in your own process.
Packing: check seals, liner damage, wet bags, fines, black specks and mixed pellets on arrival. Record discrepancies using the inspection guide.

What goes wrong
A supplier substitutes an unneutralised acid copolymer or a different metal-salt grade while keeping a similar sales description. The material then behaves differently in sealing or moulding, and the assumed tariff treatment may no longer fit. Make chemistry and grade substitution subject to your written approval.
Moisture, contamination and batch melt-flow drift can spoil the processing trial. Hold affected bags separately and compare retained samples before releasing the lot. If material is waste and notification controls apply to its import into England, the exporter must seek consent through the dispatch-country authority; shipment can start only after the relevant authorities consent.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on ionomer pellets from China?
The selected lines range from 0% to 6%. The specified terpolymer salt carries 0%; specified acrylic-acid and methacrylic-acid salts have 6% base duty with qualifying suspensions to 0%.
Do all ionomer blends qualify for suspended duty?
No. The selected salt-grade suspensions exclude mixtures, preparations and products containing the polymers as components. Check the complete formulation before claiming relief.
Are ionomer pellets exempt from UK REACH registration?
Confirm with HSE whether the polymer, monomers and additives need registration arrangements for your import. Obtain composition and supply-chain evidence for the actual grade.
What should I test before replacing an ionomer supplier?
Compare chemistry, melt flow, moisture and additives, then run your own film, sealing or moulding trial. Match results to the approved sample and retain material from each batch.
