Sourcing EPS shape-moulding moulds from China
EPS shape-moulding moulds from China carry 0% UK duty under heading 8480. If you fund a mould kept in China to produce imported goods, ask HMRC or your customs broker whether its cost not included in the seller's price needs to be added to those goods' customs value. Cambridge China Bridge sources EPS shape-moulding moulds.

Duty on EPS moulds and associated tooling
Read from the UK Trade Tariff on 30 September 2026, all supplied lines of heading 8480 carry 0% duty for goods from China. The supplied data shows no anti-dumping or countervailing duty, suspensions or attached import controls. The heading covers moulds for plastics and other materials, mould bases and moulding patterns. This guide concerns tools for shaping expanded polystyrene beads, rather than the moulding machine or finished foam articles.
For an EPS tool that is neither an injection nor a compression mould, check 8480 79 00 00 against its operating process. The table also includes separately supplied bases and manufacturing patterns; these are not alternative codes for the same complete mould. Confirm the commodity code from drawings and the process description. For another mould family within this heading, see plastic thermoforming moulds.
If you provide a mould that remains in China to produce goods you import, ask HMRC or your customs broker whether its cost not already included in the seller's price needs to enter those goods' customs value. Keep the tooling invoice and the method used to apportion that cost. Do not assume the mould's own zero duty settles this valuation issue.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other plastic moulds, including EPS tools subject to classification | 8480 79 00 00 | 0% | None |
| Separately supplied mould bases | 8480 20 00 00 | 0% | None |
| Wooden moulding patterns for tool manufacture | 8480 30 10 00 | 0% | None |
| Non-wooden moulding patterns for tool manufacture | 8480 30 90 00 | 0% | None |
Specify machine fit and bead-moulding performance
Supply the finished-part drawing and the receiving machine's mounting and connection drawings. Agree the aluminium grade, cavity arrangement, shrinkage allowance, surface finish, vent layout, bead filling positions and ejection method. Identify the steam, cooling, drainage and vacuum connections, where fitted. Specify the tool envelope, mounting holes and connection orientation against the actual machine.
Agree a trial using the intended bead material and target moulded density. Record the process settings and assess dimensions, bead fusion, surface marks, distortion and release after conditioning. Put ownership, exclusive use, maintenance, storage and removal arrangements in the tooling agreement, and identify the mould with photographs and an ownership tag.
HSE guidance requires businesses using work equipment, or providing it for others to use, to manage its risks. Include safe mounting, handling and connection procedures in your acceptance review, particularly around hot surfaces and steam connections.
Worked duty example
Illustrative example, not a quote: An EPS shape-moulding mould set for protective packaging, illustrative only under 8480 79 00 00, invoiced at £20,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £22,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,000, so it is £4,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Machine fit: check mounting faces, fixing positions, tool envelope, filling connections and ejection travel against the approved machine drawings.
Circuits and vents: inspect vent inserts and passages, check drainage, and test fitted steam and cooling circuits for leakage using an agreed safe procedure.
Trial parts: compare conditioned samples with the drawing and approved sample; check bead fusion, density, distortion and marks from vents or ejectors.
Arrival condition: check cavity damage, corrosion, blocked connections, loose inserts and missing fittings against dispatch photographs and the packing list. Record findings using the inspection guide.

What goes wrong
A mould can match the part drawing but fail to fit the receiving machine. Misplaced filling connections, incompatible mounting faces or insufficient ejection travel can prevent a useful trial. Have the machine owner review the tool assembly drawing before manufacture.
Blocked vents, uneven steam distribution and poor drainage can leave weakly fused beads, wet parts or distortion. A favourable trial on different beads or a different machine may conceal these problems. Retain the approved samples, process sheet and dimensional report, then compare the receiving-machine trial with them.

Frequently asked questions
What is the UK import duty on EPS moulds from China?
The supplied tariff data shows 0% duty across heading 8480, with no anti-dumping or countervailing duty. Confirm the finished mould's code from its actual process.
Which commodity code covers EPS shape-moulding moulds?
Check 8480 79 00 00 for a plastic mould that is neither injection nor compression type. Give your customs broker the tool drawings and a bead-moulding process description.
Does a mould left in China affect customs value?
If you provide it to produce imported goods, ask HMRC or your customs broker whether the cost not included in the seller's price needs to enter those goods' customs value. Keep the invoice and apportionment method.
Can I approve an EPS mould from photographs?
Photographs cannot establish machine fit or bead fusion. Review the assembly drawing and trial conditioned parts using the intended beads, with recorded settings and dimensional results.
