Sourcing embedded-resistor PCBs from China

Embedded-resistor printed circuit boards from China carry 0% duty under the printed-circuits line with other passive elements. Business-to-business components are outside the hazardous-substances rules themselves, but the final assembly must comply when placed on the market. Cambridge China Bridge sources embedded-resistor printed circuit boards.

Duty on circuits with passive elements

Heading 8534 covers printed circuits. For boards whose resistors are formed within the circuit structure, the relevant line to check is 8534 00 90 00, described as “With other passive elements”. The conductor-only lines do not describe embedded resistors. Only this passive-element line is shown because it is relevant to this product family.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines carried 0% duty for goods from China. The supplied data records no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is separate from customs duty.

Give your broker the fabrication drawing, embedded-element description and details of any mounted components to confirm the commodity code. For wider printed-circuit sourcing, see the HDI printed circuit board guide.

Specify the resistive layer and its test access

Provide the circuit artwork, resistor map and stack-up together. Specify the resistive material, sheet resistance, resistor geometry, target resistance and tolerance, temperature behaviour, power dissipation and operating conditions. Identify permitted trimming methods and prohibit material substitutions without approval.

Agree how the factory will measure each embedded resistor before it becomes inaccessible. Define test points, measurement conditions and the relationship between coupon results and measurements on the finished board. Ask for resistance records alongside continuity and isolation results, with each report tied to the fabrication revision and production lot.

Official Great Britain guidance says component parts sold business to business are outside the hazardous-substances regulations themselves, but the final assembly including those components must comply when placed on the market. Request material declarations for the resistive layer, laminate, mask and finish to support that assessment.

Worked duty example

Illustrative example, not a quote: Illustrative order of 5,000 embedded-resistor printed circuit boards under 8534 00 90 00, invoiced at £20,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £21,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £21,500, so it is £4,300. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Resistance: check recorded values against the approved resistor map and tolerances. Repeat measurements through the agreed test points on arrival, using the same measurement conditions.

Layer construction: compare cross-sections and material records with the approved stack-up. Check resistive-pattern dimensions, conductor interfaces and layer registration.

Assembly behaviour: check agreed sample results after the intended soldering process. Look for resistance drift, delamination, opens and shorts before releasing boards to production.

Traceability and packing: match the board revision, lot labels and test records. Check moisture protection and inspect received boards for damage, contamination and bow or twist.

What goes wrong

A board can pass a continuity test while its embedded resistors miss their specified values. Resistive-material variation, pattern dimensions and conductor-interface defects can affect performance. A coupon result is insufficient if it cannot be related to the resistors in the delivered boards.

Resistance may also change during lamination or subsequent soldering. Agree the acceptance point after the relevant processing steps, retain approved samples and investigate drift before assembling the bulk shipment. Changes to artwork, material or trimming need a fresh review of the resistance results.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.

Frequently asked questions

What is the UK import duty on embedded-resistor boards from China?

The supplied tariff data records 0% duty under 8534 00 90 00, with no anti-dumping or countervailing duty. Confirm that the delivered construction fits the passive-element printed-circuit line.

What should I send the Chinese board factory?

Send artwork, stack-up, a resistor map, resistive-material specification, target values and tolerances. Agree test access, measurement conditions and the acceptance point after processing.

Is a continuity test enough for embedded resistors?

No. Ask for resistance measurements against the approved resistor map as well as continuity and isolation tests. Agree how buried resistors will be measured and how results identify the delivered lot.

Do business-to-business boards fall within the hazardous-substances rules?

Official Great Britain guidance excludes business-to-business component parts themselves. The final assembly, including its components, must comply when placed on the market. Obtain material evidence for that assessment.
