Sourcing electronics from China: a UK buyer's guide

Certification, safety and security obligations make electronics the highest-admin category to import. What to specify, test and document.

Why electronics is the category with the most to get wrong

China makes an enormous share of the world's consumer electronics, and the supplier ecosystem around Shenzhen and the Pearl River Delta is genuinely hard to match anywhere else. That density is why prices are what they are, and why a factory can iterate a design in days rather than months.

It is also the category where a UK importer carries the most obligations. An electrical product can attract several regimes at once, and a compliance failure here is not a paperwork inconvenience: it is a delisting, a recall, or a product that cannot legally be sold at all.

The regimes that stack up on one product

Electrical safety and electromagnetic compatibility apply to most mains and many battery products, with UKCA or CE marking, a technical file and a declaration of conformity behind them. Restrictions on hazardous substances apply to the materials and components.

If the product connects to the internet or to another device over a network, consumer connectable product security requirements apply as well, and they carry their own statement of compliance obligations that are separate from safety marking.

Importing electrical equipment makes you a producer for waste electricals, with registration duties. If there are batteries in the box, including cells already fitted inside the product, you are normally a battery producer too, under a different regime with a different register.

Plugs and cords are their own trap. Anything sold with a UK mains plug has specific requirements, and a factory's default is frequently the wrong plug, an unfused adaptor, or a cable specification that does not match what you asked for.

Where the money actually goes wrong

Component substitution is the defining risk. The visible product is unchanged while the capacitor, the power supply, the battery cell or the connector inside becomes cheaper. It costs pennies, it is invisible in a photograph, and it is what turns a good first batch into a bad second one.

The defence is to name critical components by brand and part number in the specification, state explicitly whether equivalents are acceptable, and inspect against that list rather than against appearance. Then compare a retained sample from the first batch with the second.

The second common failure is a test report that does not cover what you are selling. Compliance follows the configuration, so a changed enclosure, a different power supply or a new battery can leave a genuine certificate describing a product you no longer make. Read the scope, verify it with the issuing laboratory, and check whose name it is in.

Buying to a specification that holds

Name voltages, tolerances, protection ratings, cable lengths and gauges, connector types and firmware versions. Specify the plug type and its standard explicitly rather than assuming the factory knows your market.

Ask for the bill of materials, and treat any change to it as a change requiring your approval. A supplier who will commit to that in writing is telling you something useful about how they work.

Require functional testing on a stated proportion of units at pre-shipment inspection, not just a visual check. Electronics fail in ways you cannot see in a carton.

And plan for firmware. If the product has software, agree who can update it, how, and what happens to your compliance evidence when it changes.

Practical realities of the category

Lead times are dominated by component procurement rather than assembly, and a single long-lead part can add weeks before anything is built. Ask when material procurement starts, not just when production starts.

Air freight restrictions apply to lithium batteries, so a plan that depends on flying stock in needs checking against the packing, labelling and documentation requirements before you rely on it.

And keep an eye on anti-dumping duty, which applies to some goods of Chinese origin and can dwarf normal duty. Check the commodity code before you commit, because this is a category where it bites.

A sensible order of work

Decide the market and configuration first, because they determine which regimes apply. Put the standards, the required test evidence and whose name it must be in into the specification before you ask for a price.

Verify the supplier against the official Chinese register and take a live video walk of the line that would build your product. Approve a pre-production sample in the final configuration, test in that configuration, and verify reports independently.

Then register where you must, keep the technical file and declaration properly, and inspect functionally before every shipment rather than only the first.
