A flat 2% duty within heading 8510

Read from the UK Trade Tariff on 30 September 2026, heading 8510 covers shavers, hair clippers and hair-removing appliances with a self-contained electric motor, and their parts. Every supplied line carries 2% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing duty, suspensions or attached import controls.

Do not classify an eyebrow appliance from its sales name alone. Establish whether the head shaves, clips or removes hair, and distinguish complete appliances from separately imported parts. The table shows the heading's alternatives rather than interchangeable codes. Confirm the commodity code using the mechanism description and photographs. For related appliances across the wider heading, see electric nose and ear trimmers.

Specify the eyebrow cutting head and power supply

Specify a narrow reciprocating blade or enclosed shaving head, cutting width, blade material, guard fit and replacement-head availability. Agree the intended trimming result using sample hair and an approved sample. State whether the appliance uses replaceable batteries or a rechargeable pack, what is supplied in the box, and whether cleaning means brushing, rinsing the detached head or wet use.

Products should only be sold after product safety compliance has been demonstrated. UK hazardous-substance rules also cover electrical equipment unless specifically excluded. For mains chargers and corded models, confirm the applicable electrical safety, electromagnetic compatibility and CE or UKCA marking requirements with the relevant authority. Confirm supplied chargers' UK plug or adapter requirements with that authority. Resolve the exact model's evidence through testing and certification.

These electrical appliances bring waste electrical equipment obligations, including annual producer registration. If batteries are supplied, battery producer responsibilities also apply, including batteries inside appliances. Establish those responsibilities before sale rather than treating the factory's paperwork as the whole compliance task.

Worked duty example

Illustrative example, not a quote: 3,000 electric eyebrow clippers; illustrative order, not a quotation under 8510 20 00 00, invoiced at £15,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £16,000. Duty at 2% is £320. Import VAT at 20% is charged on the customs value plus duty, £16,320, so it is £3,264. Import taxes total £3,584; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £320 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Cutting head: check blade alignment, burrs, head retention and cutting performance on sample hair. Look for pulling, snagging and exposed edges around the guard.

Guards and cleaning: check combs stay attached, the cap protects the head and cleaning matches the agreed instructions. Test any claimed water resistance against supporting evidence.

Power and heat: measure operating time and charging time against the packaging claims. Check switches, battery contacts, charging-port fit and blade heating during operation.

Evidence and packaging: match safety and electromagnetic compatibility reports to the supplied model and charger. Check applicable conformity marks, waste-bin and battery markings, English instructions and accessories during inspection.

What goes wrong

A narrow head can still pull hair if its blades are poorly aligned, while a loose comb changes the trimming result. An enclosed head can clog with cut hair or become difficult to clean. Compare bulk samples with the approved sample for cutting performance, guard retention and head removal.

Battery weakness, charging-port damage and blade heating can turn a satisfactory sample into complaints about the delivered batch. Check stock on arrival before distribution. Keep rinsable-head and wet-use claims distinct in the purchase specification, packaging and instructions.
