Sourcing nicotine-free concentrates from China
Nicotine-free e-liquid flavour concentrates classified under heading 3302 pay 0% UK customs duty from China. Chemical classification and labelling still apply, and nicotine-free status does not exclude vaping products from Vaping Products Duty. Check the formulation and intended use before ordering. Cambridge China Bridge sources nicotine-free e-liquid flavour concentrates.

Customs duty and separate vaping excise
Read from the UK Trade Tariff on 2 October 2026, heading 3302 covers industrial mixtures based on odoriferous substances and certain beverage preparations. Every supplied line carries 0% customs duty for China, with no listed anti-dumping or countervailing duty and no listed tariff suspension. The table includes food and drink comparator lines for shared formulations; these are not automatic classifications for vaping concentrates. Give your broker the composition, solvent and intended use, following our commodity code guide.
The tariff attaches veterinary control to every supplied line and CITES import control to the other industrial mixtures. For a Chinese concentrate containing animal-derived ingredients, confirm the veterinary requirement with your customs broker before shipment. If ingredients involve CITES-listed specimens or derivatives, establish the applicable permits with the UK and Chinese authorities. The supplied data also lists mercury export controls and, on some lines, CITES export controls and export restrictions concerning torture and repression goods; ask your broker to confirm their relevance.
Customs duty is separate from vaping excise. HMRC states that substances intended for vaping are within Vaping Products Duty, including nicotine-free liquids. Its guidance requires imported vaping products to arrive with duty stamps unless entering duty suspension. Confirm how your concentrate is treated before accepting a landed-cost calculation. The illustrative order is a customs-duty example, not a complete tax calculation. See the wider vape and e-liquid guide.

Specify the concentrate and its dilution
Agree the complete formulation under confidentiality, including flavouring substances, propylene glycol, glycerine, water, ethanol and any sweeteners or cooling agents. Define the dilution in your intended base, flavour profile, colour, density, storage conditions and packaging compatibility. Ask for batch analysis supporting the nicotine-free claim, with the test method and reporting limit stated. Request evidence of cleaning between nicotine-containing and nicotine-free production.
Substances and mixtures placed on the Great Britain market must be classified and labelled under its chemical classification, labelling and packaging rules. Nicotine-free vaping products come under the General Product Safety Regulations. Have the concentrate and its intended diluted use reviewed separately. Request the matching safety data sheet and ingredient safety information; assess suitability for heated inhalation rather than relying on a food-grade description.
Worked duty example
Illustrative example, not a quote: Illustrative order: 200 kg of nicotine-free e-liquid flavour concentrate under 3302 90 90 00, invoiced at £6,000 free on board, with £600 of freight and insurance to the UK. The customs value is £6,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £6,600, so it is £1,320. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the formula revision, batch code, analysis certificate and retained sample; commission independent nicotine testing against the agreed method.
Dilution performance: compare colour, clarity and aroma in the agreed base; inspect for sediment, separation and unexpected changes during the agreed stability checks.
Packaging: check net contents, seals, leaks and compatibility of bottles, caps and liners with the actual concentrate.
Documents: match labels and the safety data sheet to the shipped formula; confirm the broker's customs-control and vaping-excise arrangements before release.

What goes wrong
A sample can match the requested aroma while the production batch uses a different solvent, sweetener or cooling agent. Nicotine carry-over, unexplained colour changes and separation after dilution are reasons to hold the batch for investigation. Keep concentrate and diluted-base reference samples, and agree that formulation substitutions need your approval.
A food-flavour specification does not answer the buyer's questions about heated inhalation. Another failure is treating zero customs duty as the whole import-tax position. Review the ingredient evidence and excise treatment before committing to production, and compare the shipment documents with the approved formula on arrival.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on nicotine-free flavour concentrates from China?
The supplied heading 3302 lines carry 0% customs duty for China, with no listed anti-dumping or countervailing duty. Vaping Products Duty is a separate consideration.
Does nicotine-free mean exempt from vaping duty?
No. HMRC says vaping products are liable whether or not they contain nicotine. Confirm the treatment of your concentrate and its intended use before shipment.
Is a food-grade flavour certificate enough?
Ask for the full composition and evidence relevant to the intended diluted and heated use. A food-grade description alone does not answer those questions.
How do I check the concentrate contains no nicotine?
Agree a laboratory method and reporting limit, test the shipment batch independently, and check cleaning records where the factory also handles nicotine.
