Classroom lapboards: 2% duty

Read from the UK Trade Tariff on 30 September 2026, heading 9610 covers slates and boards with writing or drawing surfaces, whether or not framed. The classroom lapboard variants shown here share commodity code 9610 00 00 00. The supplied tariff record lists 2% duty for goods from China, with no anti-dumping or countervailing measures, suspensions or attached import controls.

Confirm the commodity code against the actual board and anything supplied with it, especially markers, erasers or play accessories. For the wider product family, see reusable writing slates.

Specify the writing face and pupil handling

Specify the surface material, backing, overall dimensions, thickness, weight and edge finish. State whether the board is magnetic, framed or double-sided, and supply artwork for handwriting lines, squares or other classroom layouts. Agree whether those markings sit beneath the writing surface or are printed on top.

Approve a sample using the markers and erasers the school will use. Agree checks for dry wiping, ink left before wiping, repeated use and removal of residual staining. Check that wiping does not remove printed lines or lift the coating.

Boards supplied on the Great Britain market must be safe under the General Product Safety Regulations 2005. For pupil handling, assess sharp edges, splinters, exposed metal and detachable frame corners. Agree the intended use and safety assessment before production; discuss supporting tests through testing and certification.

Worked duty example

Illustrative example, not a quote: 2,000 dry-erase classroom lapboards; illustrative order, FOB value and freight under 9610 00 00 00, invoiced at £2,500 free on board, with £540 of freight and insurance to the UK. The customs value is £3,040. Duty at 2% is £60.80. Import VAT at 20% is charged on the customs value plus duty, £3,100.80, so it is £620.16. Import taxes total £680.96; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £60.80 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Writing surface: write and erase with the agreed markers, inspect for ghosting and scratches, and check each writing face.

Shape and edges: check flatness on a desk, rounded corners, smooth edges, secure frames and any exposed backing.

Artwork and magnetism: compare line spacing and print position with the approved artwork; test magnetic performance where specified.

Packing and arrival: check quantities and pack labels, then open cartons to inspect for rubbed faces, crushed corners and moisture damage. Use the quality inspection guide to agree reporting.

What goes wrong

A sample wipes clean but production boards retain ink because the coating or backing has changed. Printed lines rub away with cleaning, thin boards bow, and poorly finished edges catch fingers or clothing. Keep the approved sample and material specification available for comparison.

Faces can scratch when boards move against one another in cartons, while corner pressure can crack frames. Agree protective packing and inspect received cartons before distributing boards to classrooms. Specify markers and erasers separately so substitutions do not undermine the wipe test.
