Dragon boat duty and tariff controls

Read from the UK Trade Tariff on 30 September 2026, heading 8903 covers vessels for pleasure or sports, rowing boats and canoes. The rigid, unpowered dragon boat candidates shown here fall within its other-craft branches, distinguished by length and weight. Use measured dimensions and the finished boat's weight to select a line.

The listed lines carry 0% duty for goods from China, with no recorded anti-dumping or countervailing duty and no listed suspension. The tariff attaches an ozone-depleting-substances restriction on entry into free circulation and fluorinated greenhouse gas import control. Ask your customs broker to confirm the requirements and declaration evidence for the actual boat. Any relevant fluorinated-gas equipment must comply with product bans.

The tariff also lists a cultural-goods export licence measure. Official guidance says cultural objects have no import licensing requirement in Great Britain; ask your broker to confirm the measure's relevance. Confirm the commodity code, including separately supplied paddles and trailers. See the rigid rowing boats guide for the wider heading and import duty and VAT for tax calculations.

Specify the dragon boat hull and crew layout

Specify hull length, beam, finished weight, crew layout and intended use: racing, training or leisure. Agree the hull material, laminate schedule, reinforcement at seats and steering mounts, buoyancy arrangement and drainage. Include the drummer's seat, steering oar support, removable head and tail, lifting points and transport cradle in the drawings. Ask the factory to identify anything supplied separately.

Before ordering, obtain a written assessment of whether the Recreational Craft Regulations apply to the model and intended use. Confirm with the relevant authority whether the canoe and kayak exclusion applies to the actual design rather than relying on the dragon boat name. Where the regulations apply, confirm whether the requirements for recreational craft of 2.5 m to 24 m include UKCA or CE marking, identification, a builder's plate and an owner's manual. Consumer products must be safe in normal or reasonably foreseeable use.

Worked duty example

Illustrative example, not a quote: Illustrative club fleet of rigid dragon boats over 7.5 m and over 100 kg each under 8903 99 99 00, invoiced at £30,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £33,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £33,000, so it is £6,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Hull: measure and weigh the finished boat against the approved drawings; inspect the keel, laminate joins, reinforcement and finish for cracks, voids or distortion.

Crew fittings: check seat attachment, foot supports, the drummer's position and steering oar mount under an agreed supervised load test; check for sharp edges and loose fixings.

Water trial: agree a supervised trial with the intended loading; check leaks, trim, steering movement, drainage and the documented buoyancy arrangement.

Arrival: inspect cradle contact points, lifting damage and hull alignment before accepting delivery; reconcile accessories and model documents with the packing list. Use quality inspection guidance to record defects.

What goes wrong

A decorated hull can conceal weak seat bonds, unsupported steering mounts or inconsistent laminate thickness. Transport supports can distort the hull or crack the finish. Specify support positions and lifting instructions, then photograph the boat before packing and on arrival.

A racing description, supplier certificate or CE plate can be accepted without checking whether it matches the boat's intended use. Settle the regulatory scope and evidence before production. Separately agree the organiser's boat specification if buying for an event, including hull dimensions, crew layout and permitted fittings.
