Doll wig materials and UK duty

Read from the UK Trade Tariff on 1 October 2026, heading 6704 covers wigs and similar hair articles made from synthetic textiles, human hair or other materials. All supplied lines carry 2% duty from China, with no anti-dumping or countervailing duty and no suspensions recorded. The table gives material categories to check for doll wigs and hairpieces, rather than a confirmed classification for every doll accessory.

The other-materials line attaches CITES import and export controls and cat and dog fur import and export controls. Cat and dog fur products cannot be imported into the UK. For animal-hair doll wigs from China, identify the species and confirm the required CITES documentation with your customs broker before ordering; listed species require permits.

Give your broker the fibre composition, cap construction, photographs and intended use to confirm the commodity code. Explain whether the shipment contains separate wigs or wigs supplied with dolls. See the wider wigs and hair extensions guide for the rest of this heading.

Specify the doll head and wig construction

Send the factory the actual doll head or an approved fitting sample. Specify head circumference, cap depth, edge shape, stretch, removable or glued fitting, and the position of the parting. A circumference measurement alone does not establish fit around the ears, forehead and back of the head.

Define fibre composition, hair length, colour reference, curl, fringe, weft density and acceptable visibility of the cap. State the cleaning method and test any claimed heat resistance. Agree packaging that holds the hairstyle without flattening curls or creasing the cap.

Define whether the range is intended for children's play or adult display. Wigs supplied as toys must meet applicable toy safety requirements before sale in Great Britain; ask the relevant product safety authority to confirm the applicable flammability requirements. Consumer products must be safe in normal or reasonably foreseeable use. Arrange testing and certification around the actual fibre, cap and attachment.

Worked duty example

Illustrative example, not a quote: 300 synthetic doll wigs, illustrative order only under 6704 11 00 00, invoiced at £1,200 free on board, with £300 of freight and insurance to the UK. The customs value is £1,500. Duty at 2% is £30. Import VAT at 20% is charged on the customs value plus duty, £1,530, so it is £306. Import taxes total £336; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £30 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Fit: try sampled wigs on the approved doll head, check the hairline and cap depth, and confirm that removing and refitting does not tear the edge.

Hair: comb samples for shedding and tangling, compare length and colour with the approved sample, and inspect partings and wefts for exposed gaps.

Transfer and attachment: rub the hair and cap against the doll surface, check for staining, and examine seams, elastic and glued joints after handling.

Packing and records: check style labels against the contents, inspect curls after unpacking, and match any safety reports to the supplied materials. Use the inspection guide to brief the inspector.

What goes wrong

A cap can match the stated circumference yet sit too high or slip because its depth and stretch differ from the sample. Sparse wefts expose the base, loose stitching sheds hair, and dark fibre or cap dye can stain a pale doll head. Keep an approved head-and-wig combination for production comparisons.

Mixed fibres can change curl retention, colour and response to cleaning. Flattened packaging can leave permanent creases. Check packed production samples, rather than relying only on loose showroom samples, and ask for a replacement sample when the fibre, cap or attachment changes.
