Duty on paper spa briefs

Read from the UK Trade Tariff on 30 September 2026, heading 4818 includes apparel made from paper pulp, paper, cellulose wadding or webs of cellulose fibres. Paper apparel under 4818 50 00 00 carries 0% duty from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control.

Confirm the commodity code using the finished briefs, material breakdown and construction. Do not assume that a supplier's polypropylene nonwoven briefs qualify as paper apparel. The other table rows cover companion spa supplies, not alternative codes for briefs. See disposable paper aprons for the wider heading.

Confirm with the relevant authority whether the UK Timber Regulations apply to the paper and whether the business first placing it on the Great Britain market has fibre-source due diligence obligations. Ask for pulp origin, tree species and country of harvest. Confirm the treatment of bamboo-based and recovered paper products rather than relying on the published background guides alone.

Specify coverage, fibre and elastic

Specify the paper or cellulose substrate, fibre composition, grammage and permitted variation. Describe the cut, front and rear coverage, relaxed and stretched waist dimensions, leg openings, elastic material and seam construction. Approve a sample for opacity, softness, lint shedding and strength when damp with the intended treatment products.

Consumer products supplied in Great Britain must be safe in normal or reasonably foreseeable use. Build the purchasing specification around skin contact, elastic pressure, rough edges and material shedding. Request supporting safety information for the finished construction, including dyes, adhesives and elastic, rather than relying on a report for an unrelated substrate.

Agree individual wrapping, opening method, pack count, size identification and batch identification before production. Keep a signed sample and artwork with the order. Record any fragrance, latex or treatment claims explicitly so the factory cannot substitute materials without review.

Worked duty example

Illustrative example, not a quote: Illustrative wholesale shipment of individually wrapped disposable paper spa briefs; FOB and freight values are illustrative under 4818 50 00 00, invoiced at £14,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £17,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £17,500, so it is £3,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Material: compare fibre records, grammage, feel, opacity and lint shedding with the approved sample; investigate any change in substrate.

Fit and strength: measure the waist and leg openings, stretch the elastic repeatedly, and check seams and coverage after movement and damp handling.

Packing: count briefs, check individual seals and size labels, and compare batch identification and printed claims with the approved artwork.

Arrival condition: inspect cartons and wrapped briefs for damp, mould, staining, odour and crushed packs. Record findings against the batch using the quality inspection guide.

What goes wrong

A sample can provide adequate coverage while production briefs use thinner material or a narrower cut. Elastic can pull away from the paper, seams can split during dressing, and the substrate can become transparent or tear when damp. Compare production samples with the retained sample under the intended salon conditions.

A description such as disposable paper underwear can conceal a different fibre composition. Resolve that before classification and ordering. Ask the factory to document material changes, and keep damp or contaminated stock separate while you investigate its condition.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
