Duty and classification for operator stools

Read from the UK Trade Tariff on 30 September 2026, heading 9402 covers medical, surgical, dental and veterinary furniture, specified chairs and their parts. Its supplied lines carry 0% duty from China, with no listed anti-dumping or countervailing duty or suspensions. The table shows stool variants against the same other-furniture line, subject to confirmation. Patient seating is covered in our dental treatment chair guide.

The tariff attaches controls concerning torture goods and cat and dog fur. Cat and dog fur and products made from it cannot be imported, exported or placed on the market. Ask for an upholstery material declaration. For the torture-goods control, confirm the applicable requirement with your customs broker. The snapshot also lists cultural-object export licensing and torture-goods and fur export restrictions; confirm these before any onward export.

Confirm the commodity code from the stool's construction, dedicated dental use and product literature before ordering. Do not assume that an ordinary swivel stool belongs in this heading because a clinic buys it. Keep the operator stool separate from the patient treatment chair in the specification and customs description.

Seat position, adjustment and cleanability

Specify the seat shape, usable height range, tilt adjustment, backrest position and base footprint. Trial the assembled stool beside the intended treatment chair. Check access to adjustment controls while seated, knee clearance and whether the castors suit the clinic floor. Identify the gas lift, castors and upholstery in the approved component list.

Agree the rated user load and stability and durability checks with the testing provider. Specify the clinic's cleaning products and a wipe-test procedure for the covering, seams and exposed metal. Obtain assembly, adjustment and maintenance instructions. Workplace supply duties include safety, safe-use information and necessary testing or examination, so far as reasonably practicable.

Medical-device status depends on the manufacturer's intended purpose, labelling, instructions and claims. Equipment used by healthcare professionals is not automatically a medical device. Review any therapeutic or corrective claims before accepting the supplier's proposed compliance route.

Worked duty example

Illustrative example, not a quote: 200 dental operator stools, illustrative only and subject to classification confirmation under 9402 90 00 00, invoiced at £30,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £35,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £35,000, so it is £7,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Adjustment: operate the lift and tilt controls, check locking and repeat the agreed loaded hold test for unwanted sinking.

Base and castors: inspect the column connection, base and fixings; check wobble, castor retention and rolling on the intended floor.

Upholstery: compare the covering and padding with the approved sample; inspect seams and check for cracking, peeling or colour transfer after the agreed cleaning test.

Packing and instructions: check protected metal surfaces, loose components and assembly instructions; assemble an arrival sample and compare it with the approved stool. Agree these checks through quality inspection.

What goes wrong

A comfortable showroom sample can conceal a poor fit beside the treatment chair. A wide base obstructs foot positions, a control is awkward to reach, or the seat pushes the operator away from the patient. Check the complete working position before approving production.

Gas lifts can sink, castors can loosen and backrest fixings can develop play. Covers can peel after repeated disinfectant wiping. Record the approved components and check production samples against them, including after assembly and cleaning.
