Sourcing densified wood from China

0% duty

Read from the UK Trade Tariff on 26 September 2026, densified wood, in blocks, plates, strips or profile shapes, heading 4413, carried 0% on goods from China, with no anti-dumping measure, and is declared with a supplementary unit of cubic metres.

Timber due diligence

Densified wood, 4413 00 00, is listed in the annex to retained Regulation (EU) No 995/2010, the timber regulation, so the importer who first places it on the market in Great Britain must run a due diligence system covering species, country of harvest and legality evidence for each supply chain.

Ask for the wood species, the veneer or lamella source, the resin used and its formaldehyde content, and the supplier's chain-of-custody records before the first order.

Grades and uses

Laminated densified wood for transformer and electrical insulation is usually specified to IEC 61061, the standard for non-impregnated densified laminated wood for electrical purposes; mechanical grades for handles, jigs and wear parts are bought on density, hardness, moisture and machinability. State the use and the grade, because an electrical grade needs to be dry and free of conductive contamination.

Worked duty example

Take a hypothetical order of 30 cubic metres of laminated densified wood boards, entered under 4413 00 00 00: £45,000 free on board plus £2,500 of freight and insurance gives a customs value of £47,500. Densified wood carry no duty, so import VAT of 20% on £47,500, £9,500, is the only tax. A VAT-registered importer normally reclaims it, so the border adds no lasting cost. Inspection checklist

Density and moisture: weigh and measure sample pieces to calculate density, and measure moisture content with a calibrated meter or by oven drying, against the grade in the order.

Electrical grades: ask for test results to IEC 61061 for the grade ordered, including density and electric strength, and check boards are wrapped dry and free of contamination.

Dimensions and bonding: measure thickness, flatness and edges against the drawing, and check laminations for open glue lines or delamination after machining a test piece.

What goes wrong

Densified wood fails on density, moisture and bonding. Density comes in lower than the grade so parts wear or crush, boards arrive damp and warp or lose electrical strength, glue lines open when the wood is machined, and the due diligence file cannot show the species and harvest origin.
