Bell-pepper flakes: 12% duty

Read from the UK Trade Tariff on 30 September 2026, heading 0712 covers dried vegetables, whole, cut, sliced, broken or powdered, without further preparation. Plain dehydrated bell-pepper flakes fit the other-vegetables line, 0712 90 90 90. The table shows colour variants sharing that code. Seasoned, oiled or fried vegetables leave this heading, so confirm the commodity code against the actual ingredients and process.

The supplied tariff record shows 12% duty for goods from China, with no anti-dumping or countervailing measure. This line also lists a 0% suspension restricted to asparagus, broccoli, leeks, pumpkins and cabbages; it does not cover bell-pepper flakes. For wider heading context, see dehydrated carrot flakes.

The tariff attaches an organic-products import control. Organic flakes imported from China into Great Britain require a certificate of inspection for each consignment, issued by the exporter's control body. Check the eligible exporter certification arrangements before ordering. This guide's border advice concerns Great Britain; confirm Northern Ireland arrangements separately.

Specify colour, cut and rehydration

Specify sweet bell pepper rather than hot chilli, the colour or colour blend, flake dimensions, permitted fines, seeds and stalk fragments, moisture acceptance limit and packaging. State whether any preservatives or other ingredients are permitted. Keep an approved dry sample and compare a rehydrated sample in the intended soup, sauce or filling.

Imported dried vegetables must meet domestic hygiene standards and safety procedures. Confirm the applicable pesticide residue limits and how drying is accounted for with the relevant authority. Agree lot-linked testing for residues, sulphites and microbiology, with testing and certification support where needed.

Worked duty example

Illustrative example, not a quote: 5 tonnes of plain dehydrated bell-pepper flakes; illustrative values only under 0712 90 90 90, invoiced at £40,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £42,500. Duty at 12% is £5,100. Import VAT at 20% is charged on the customs value plus duty, £47,600, so it is £9,520. Import taxes total £14,620; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £5,100 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity and cut: compare colour, sweetness, flake dimensions, fines, seeds and stalks with the approved sample; check rehydrated texture.

Moisture and condition: measure against the agreed specification; check for clumping, mould, insects and musty odour on arrival.

Packing and weight: inspect liner seals, damp cartons and bag damage; check net weight and match pack and carton lot codes to the shipment records.

Reports and labels: match the shipped lots to residue, sulphite and microbiological reports; review ingredients and any organic claim against the supporting paperwork. Use the quality inspection guide to brief the inspector.

What goes wrong

Uneven drying and leaking liners can leave flakes damp, clumped or mouldy. Excess fines change the appearance of a finished dish, while seeds and stalk fragments affect texture. A bright dry sample can conceal poor colour retention after rehydration, so approve both forms.

A report for a different lot does not establish the condition of the shipment. Keep samples and reports linked to carton lot codes, and hold suspect stock for assessment. Do not assume the suspension for other vegetables covers peppers, or that a supplier's organic label replaces the import certificate.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
