Cucumber seed duty and the conditional suspension

Read from the UK Trade Tariff on 29 September 2026, heading 1209 covers seeds, fruit and spores of a kind used for sowing. Cucumber seed falls within the other vegetable-seed family. The table presents buying formats within the same commodity line. See the wider sowing seeds guide.

The supplied tariff record shows a 2% third-country duty and a 0.00 % autonomous tariff suspension for 1209 91 80 10, giving a conditional duty range of 0% to 2%. Its suspension footnote excludes mixtures, preparations and products made up of different components containing these seeds. No anti-dumping or countervailing measure is recorded for this line.

The tariff attaches an organic-products import control. For organic cucumber seed from China, confirm the certificate-of-inspection requirement with your customs broker and approved UK organic control body. Have the broker confirm the suspension and commodity code against the actual seed, treatment and packaging before declaring the shipment.

Specify the cucumber variety and seed lot

State the variety name, hybrid or open-pollinated status, greenhouse or outdoor use, slicing or pickling type, fruit characteristics and pollination needs. Agree germination, analytical purity, varietal purity, moisture, seed treatment and pack contents. Request a lot-specific test report and retain a sealed reference sample.

Official technical guidance permits standard vegetable seed imports from any third country. For sales in England and Wales, standard vegetable seed must meet analytical and varietal purity and germination standards, and businesses marketing regulated seed must be licensed. New varieties must be added to the UK variety lists before marketing. Confirm the proposed variety's listing position before ordering.

Ask APHA to confirm the applicable plant-health rules and paperwork for cucumber seed from China before dispatch. Agree the label wording and treatment information before printing packs, and arrange independent inspection around the actual seed lot.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 kg of cucumber seeds for sowing under 1209 91 80 10, invoiced at £2,500 free on board, with £900 of freight and insurance to the UK. The customs value is £3,400. Duty at 2% is £68. Import VAT at 20% is charged on the customs value plus duty, £3,468, so it is £693.60. Import taxes total £761.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £68 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: match variety names and lot references across packs, invoices, test reports and retained samples; arrange a grow-out check where varietal identity is uncertain.

Germination and purity: sample the delivered lot, compare laboratory results with the agreed specification, and check for broken seed, other seeds and debris.

Condition: inspect seals, liners and cartons for moisture, mould, insects or damage; check storage conditions and declared seed treatment.

Traceability: reconcile delivered pack contents and lot references with the order, and keep different lots separate while checking them.

What goes wrong

A supplier's commercial name may conceal a different cucumber variety, or a hybrid may be substituted with open-pollinated seed. Germination can fall during poor storage, while a report for an earlier lot gives false reassurance. Check the delivered lot rather than accepting a catalogue specification.

A seed lot can meet the buyer's growing specification while its variety-list position, marketing licence or import paperwork remains unresolved. Settle these questions before shipment. Hold seed with unexplained identity, moisture or germination discrepancies while investigating the cause.
