Sourcing CPAP masks from China

CPAP masks classified under heading 9019 carry 0% UK duty from China, with no anti-dumping duty in the supplied tariff data. For sale in Great Britain, medical devices need conformity assessment and MHRA registration, and the Chinese manufacturer needs a UK Responsible Person. Cambridge China Bridge sources CPAP masks.

CPAP mask duty and classification

Heading 9019 covers therapeutic respiration apparatus as well as massage and mechano-therapy equipment. For separately supplied CPAP masks, the relevant candidate is 9019 20 90 00, other therapeutic respiration apparatus, including parts and accessories. The table shows mask variants against this same tariff line, rather than separate classifications.

Read from the UK Trade Tariff on 30 September 2026, all supplied lines carried 0% duty for goods from China. The supplied data lists no anti-dumping or countervailing measures, suspensions or attached import controls. This does not remove medical device obligations when selling masks.

Confirm the commodity code using the mask's intended use, construction and whether it is supplied separately or with equipment. See CPAP machines for the wider product family. The regulatory guidance here concerns Great Britain; Northern Ireland has different medical device rules.

Specify the mask and its regulatory route

Specify nasal, nasal-pillow or full-face construction, the size range, cushion material, headgear adjustment, elbow and swivel design, and the intended machine connections. State whether the mask is vented or non-vented. Ask for the intended-use instructions and compatibility evidence for the exact mask and machine combination.

For the Great Britain market, manufacturers must meet medical device conformity assessment and marking requirements. Ask for the declaration and supporting documentation for the exact mask model, its classification rationale, confirmation of MHRA registration and the Chinese manufacturer's UK Responsible Person. Check the applicable CE or UKCA route before approving packaging.

Confirm with MHRA whether a Great Britain importer needs to notify the manufacturer or UK Responsible Person of its intention to import and how any importer details should be submitted. Agree reusable or single-use supply, cleaning instructions and replacement parts before ordering. Ask for evidence supporting skin-contact materials and performance after the stated cleaning process.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size order of CPAP masks for a specialist distributor under 9019 20 90 00, invoiced at £10,000 free on board, with £900 of freight and insurance to the UK. The customs value is £10,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,900, so it is £2,180. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit and finish: compare cushion shape and softness with the approved sample; check moulding seams, sharp edges and headgear adjustment.

Connections and airflow: check the elbow, swivel and hose connection on the agreed equipment; inspect vent openings and any specified valve against the approved design.

Performance: use the manufacturer's agreed test method to check sealing, unintended leakage and vent flow against the purchasing specification.

Arrival checks: reconcile models, sizes and batch references with the order; check packaging damage and English instructions against approved artwork. Use a written inspection brief.

What goes wrong

A cushion change can alter sealing and comfort even when the outer frame looks unchanged. Loose swivels, obstructed vents and headgear that slips after cleaning are defects to investigate during sample approval. Keep an approved sample and require agreement before changes to materials, tooling or components.

A similar-looking connector does not establish machine compatibility, and documentation for a CPAP machine does not establish the mask's regulatory position. Match the ordered mask to its own supporting documents. Missing MHRA registration prevents lawful placement of a medical device on the Great Britain market.
