Duty on corrugated cushioning paper

Read from the UK Trade Tariff on 30 September 2026, corrugated paper and paperboard, whether or not perforated, under 4808 10 00 00 carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls. The table shows wrap formats sharing this commodity line.

Heading 4808 covers corrugated paper in rolls or sheets, with or without glued flat surface sheets, alongside creped, crinkled, embossed and perforated papers. This guide concerns corrugated cushioning wrap. The corrugated board and kraft paper guide covers the wider heading.

Confirm the commodity code using a sample, photographs and a description of the paper construction and supplied form. Made-up boxes belong to heading 4819. Duty is separate from import VAT; see UK import duty and VAT when checking the landed cost.

Specify the flute and the usable wrap

State whether the wrap is exposed corrugated paper or has a glued flat facing. Agree the flute profile, paper grammage, fibre mix, colour, roll width, usable length, core size and winding direction. For sheets, specify size and squareness. Record perforation spacing, permitted splices and how splices are marked. Approve a sample wrapped around your actual product, including corners and curved surfaces.

Businesses trading in timber products must take steps to ensure legal sourcing. Confirm with OPSS whether the paper falls within the UK Timber Regulations, what due diligence applies to the business first placing it on the Great Britain market, usually the importer, and whether any exclusion applies to bamboo-based or recovered products. Obtain fibre-source information, including species and country of harvest where applicable. Packaging supplied in the UK may also create packaging producer responsibility obligations: assess the packaging you supply or import to determine whether you are obligated.

Worked duty example

Illustrative example, not a quote: Illustrative palletised order of corrugated paper cushioning wrap rolls under 4808 10 00 00, invoiced at £9,500 free on board, with £2,600 of freight and insurance to the UK. The customs value is £12,100. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,100, so it is £2,420. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure width, usable length and core size against the order; unwind sampled rolls to check splices, perforations and feeding.

Flutes and facing: check for flattened corrugations, uneven flute height, loose facing and glue gaps; compare cushioning around the product with the approved sample.

Paper condition: check grammage and moisture against the agreed specification, and look for damp edges, mould, odour, dust and colour variation.

Arrival packing: inspect crushed roll ends, distorted cores and wet protective wrapping; photograph damage and identify the affected batches before using the stock.

What goes wrong

Wrap can look correct while providing less cushioning because its flutes have been crushed during winding, strapping or transport. Short rolls increase consumption costs, while loose winding and damaged cores interrupt dispensing. Damp paper softens, and poor facing adhesion lets layers separate around corners.

Agree acceptance criteria against the approved sample and test the wrap with your product and outer carton. Check performance after wrapping and handling, rather than judging protection from roll appearance alone. Keep shipment samples and batch identities so arrival defects can be compared with the goods inspected before dispatch.

Frequently asked questions

What is the UK import duty on corrugated paper cushioning wrap from China?

The supplied tariff record gives 0% duty under 4808 10 00 00, with no anti-dumping or countervailing duty recorded. Import VAT is separate.

What should I specify when ordering cushioning rolls?

Specify flute profile, grammage, fibre mix, facing, width, usable length, core size, winding direction, perforations and splices. Approve a wrapping trial with your actual product.

Does virgin-fibre cushioning paper need timber due diligence?

Confirm with OPSS whether the paper falls within the UK Timber Regulations and what fibre-source due diligence applies to the business first placing it on the Great Britain market.
