Duty and classification for cork-cement panels

Heading 6808 covers panels, boards, tiles, blocks and similar articles of vegetable fibre, straw or specified wood materials agglomerated with cement, plaster or other mineral binders. For cork-cement building panels, provide the broker with the cork form, binder composition and manufacturing description before confirming the commodity code.

Read from the UK Trade Tariff on 1 October 2026, code 6808 00 00 00 carries 0% duty for goods from China. The supplied extract lists no anti-dumping or countervailing measure, suspension or attached import control. It contains only this commodity line. Import VAT is separate from duty; see UK duty and VAT.

Keep the scope specific to cement-bound cork panels. Give the broker details of any resin binder, facing or reinforcement rather than relying on the supplier's product name. For the wider mineral-bound board family, see wood wool and cement-bonded boards.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the cork, cement binder and intended use

State whether the panels are for wall lining, insulation, acoustic treatment or another agreed application. Specify cork granule size, cork and binder proportions, density, dimensions, tolerances, edge profile, surface finish and any facing. Agree cutting and fixing instructions, an approved sample and packaging that supports the panels without crushing their edges.

For sale in Great Britain, check the applicable designated standard or technical assessment before agreeing the declaration of performance and marking route. Products outside or only partly covered by a designated standard may use a technical assessment document. Do not assume a wood-wool or particleboard standard covers a cork-cement formulation.

Ask for evidence matching the actual panel composition, thickness, finish and installation. Compare declared fire performance and any thermal or acoustic claims with the project specification. Legitimately CE-marked construction products can continue to be supplied in Great Britain without an additional UKCA mark. Use testing and certification support to review the proposed evidence.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,500 square metres of cork-cement building panels under 6808 00 00 00, invoiced at £13,500 free on board, with £3,500 of freight and insurance to the UK. The customs value is £17,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £17,000, so it is £3,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Composition: check production records against the agreed cork and cement formulation, including facings and coatings. Compare the cut surface and texture with the approved sample.

Dimensions and condition: measure sampled panels, check squareness and flatness, weigh them against the agreed density specification, and inspect for cracks, loose granules and crumbling edges.

Moisture and packing: check sampled panels for dampness, mould and staining. Inspect pallet supports, protective wrapping and edge protection before dispatch and again on arrival.

Documents: match the product identity and declared performance to the supplied panels and intended installation. Check the applicable declaration and marking documents using the quality inspection guide.

What goes wrong

A sample can look acceptable while production changes the cork granules, binder content or density. These changes can leave panels harder to cut, more brittle at the edges or inconsistent with the performance evidence. Damp packing, unsupported stacks and tight straps can also lead to stained faces, bowed panels and broken corners.

A report for a different thickness, facing or mounting arrangement does not establish the performance of your order. Resolve mismatches before shipment. Importers must not supply construction products in Great Britain when they have reason to believe the products do not comply with applicable construction product requirements.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on cork-cement building panels from China?

For panels confirmed under 6808 00 00 00, the supplied tariff extract shows 0% duty from China, with no anti-dumping or countervailing measure. Import VAT is separate.

Do cork-cement panels need CE or UKCA marking?

Check the applicable designated standard or technical assessment and marking route for the exact product. Legitimately CE-marked construction products remain accepted in Great Britain without an additional UKCA mark.

Can I use a wood-wool board test report?

Do not assume it covers cork-cement panels. Ask for evidence matching the supplied formulation, thickness, facing and installation, and check the scope of the report.

What should I check when the panels arrive?

Check flatness, dimensions, weight, loose granules, cracked corners, dampness and staining. Match the batch identity and performance documents to the order before releasing it for installation.
