Sourcing copper liquid cooling plates from China
Copper liquid cooling plates classified under heading 7419 carry 0% UK duty from China across the listed lines. Check pressure-equipment applicability before sale, and agree coolant, pressure and leak-test conditions before ordering. Cambridge China Bridge sources copper liquid cooling plates.

Duty on copper liquid cooling plates
Heading 7419 covers other articles of copper. For this guide, distinguish finished liquid cooling plates from unworked cast or forged blanks. The table compares manufacturing routes, including hand-made articles where applicable; it does not mean every cold plate fits every row.
Read from the UK Trade Tariff on 30 September 2026, all listed lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is separate from duty; see UK import duty and VAT.
Confirm the commodity code against the drawing, manufacturing process and supplied assembly before ordering. Do not classify by copper content alone. For related articles within the wider heading, see copper heat pipes.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other worked copper articles, including cold plates where classified here | 7419 80 90 98 | 0% | None |
| Hand-made worked copper articles, where applicable to cold plate bodies | 7419 80 90 10 | 0% | None |
| Cast, moulded, stamped or forged copper cold plate blanks, not further worked | 7419 20 00 90 | 0% | None |
| Hand-made copper cold plate blanks, cast or forged and not further worked | 7419 20 00 10 | 0% | None |
Specify channels, joints and cooling performance
Specify copper grade, material certificate, channel layout, cover construction and joining method. Define contact-face flatness and finish, mounting-hole positions, port threads, sealing arrangement and any plating. Agree the coolant, operating temperature, maximum allowable pressure, flow conditions and acceptable pressure drop. Thermal acceptance should use an agreed heat load, coolant inlet condition and mounting arrangement.
Pressure-equipment rules cover pressure equipment and assemblies with a maximum allowable pressure above 0.5 bar. Check the plate's applicability and classification for Great Britain before sale, using its intended coolant and pressure conditions. Agree the appropriate compliance route with a competent adviser through testing and certification.
Worked duty example
Illustrative example, not a quote: A trial batch of machined copper liquid cooling plates, illustrative only under 7419 80 90 98, invoiced at £20,000 free on board, with £800 of freight and insurance to the UK. The customs value is £20,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,800, so it is £4,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Material and contact face: match the material certificate to the batch, verify composition where needed, and measure contact-face flatness, finish and mounting geometry against the approved drawing.
Channels and ports: check flow direction, port threads, sealing faces and pressure drop under agreed conditions. Inspect accessible channels for burrs, swarf and joining residue.
Joint integrity: review factory leak-test records against the agreed method, pressure, duration and acceptance criteria. Repeat acceptance testing on arrival before fitting plates near electronics.
Cleanliness and packing: check passages are clean and dry, ports are capped, and contact faces are protected from dents and scratches. Use the quality inspection guide to agree the inspection scope.

What goes wrong
Joining can distort the contact face or leave a leaking seam. Residue can obstruct channels, while port or mounting errors prevent installation. A plate may pass a leak test yet miss thermal acceptance because its channels or contact surface differ from the approved design.
Keep an approved drawing and sample, and require agreement before changes to channel geometry, joining, plating or seals. Compare factory test conditions with the intended cooling loop, and keep batch-linked records so a leak or performance failure can be traced.

Frequently asked questions
What is the UK import duty on copper liquid cooling plates from China?
For plates classified under heading 7419, the supplied tariff record shows 0% duty across all listed lines, with no anti-dumping or countervailing duty. Import VAT is separate.
Do copper liquid cooling plates need CE or UKCA marking?
Confirm the applicable pressure-equipment classification and compliance route before specifying marking. Pressure equipment above 0.5 bar maximum allowable pressure is within the rules' stated scope.
What should I put in a copper cold plate specification?
Include copper grade, channels, joining method, flatness, ports, mounting geometry, coolant, pressure and temperature conditions, plus agreed leak, flow and thermal acceptance tests.
Is a leak test enough to accept copper cold plates?
Also check contact-face geometry, cleanliness, pressure drop and cooling performance under agreed conditions. A sealed plate can still have obstructed channels or poor contact with the cooled component.
