Sourcing coal central-heating boilers from China

Coal-fired central-heating boilers from China carry 2% UK duty; their boiler parts carry 0%. For models within ecodesign scope, a declaration of conformity supported by technical documentation is required. Check the intended coal and energy-labelling scope before ordering. Cambridge China Bridge sources coal-fired central-heating boilers.

Coal-fired boilers: 2% duty, parts: 0%

Heading 8403 covers central-heating boilers other than those of heading 8402. For this guide, the relevant goods are coal-fired boilers supplying a water-based heating system and their boiler parts. Complete boilers are split between cast iron and other materials; parts have corresponding material divisions.

Read from the UK Trade Tariff on 1 October 2026, complete boilers from China carried 2% duty and boiler parts 0%. The supplied tariff snapshot lists no anti-dumping or countervailing duties, suspensions or attached import controls for these lines.

Confirm the commodity code using the boiler specification, construction material and whether the shipment contains complete boilers or separate parts. For another fuel family within this heading, see wood-chip central-heating boilers.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the coal, water circuit and conformity evidence

Define the intended coal type and size, manual or automatic feeding, heat output, water temperature, operating pressure and chimney connection. Agree grate material, ash removal, cleaning access and replacement seals. Have the intended installer review the water-circuit arrangement, heat dissipation during a power failure and flue requirements before approving a sample.

For models within ecodesign scope, a declaration of conformity must be supported by technical documentation. Ask for model-specific efficiency and emissions reports using the intended coal. Check energy-labelling scope separately; suppliers of in-scope products must produce energy labels and product fiches supported by technical documentation. Arrange a testing and certification review before approving production.

For household sales in England, account for the restriction on selling traditional house coal for home use. In smoke control areas, unauthorised fuels can only be burned in exempt appliances. Confirm the intended fuel and any claimed appliance exemption before presenting the boiler as suitable for a customer's site.

Worked duty example

Illustrative example, not a quote: Illustrative shipment of 40 coal-fired central-heating boilers under 8403 10 90 00, invoiced at £150,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £155,000. Duty at 2% is £3,100. Import VAT at 20% is charged on the customs value plus duty, £158,100, so it is £31,620. Import taxes total £34,720; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £3,100 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Boiler body: inspect castings or welds, water connections and transport damage; compare the pressure-test record with the agreed specification and check for leaks during the agreed arrival test.

Fuel and combustion: trial the agreed coal with the intended feed arrangement; check grate movement, door seals, ash removal and access for clearing deposits.

Controls and water circuit: check pump and fan operation where fitted, temperature control, overheat response and the agreed power-failure arrangement with the installer.

Documents and packing: match model identifiers across the boiler, declaration, reports and any applicable energy label; check installation instructions, supplied accessories, spare grates and protection around projecting connections.

What goes wrong

A broad claim that a boiler burns coal can hide a mismatch between the tested fuel and the customer's fuel. Feeding can jam, ash can obstruct the grate and door seals can leak. Use a sample trial with the agreed coal and record the cleaning routine, usable output and combustion behaviour.

Another risk is accepting documents for a different model or approving a boiler before the installer checks the water circuit and chimney. Resolve these points before shipment. On arrival, inspect vulnerable cast sections, connections and controls before accepting the delivery, and keep photographs linked to the model and shipment.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For machinery and equipment, see machinery imports.

Frequently asked questions

What is the UK import duty on coal-fired boilers from China?

The supplied UK Trade Tariff snapshot gives 2% duty on complete central-heating boilers and 0% on boiler parts, with no listed anti-dumping or countervailing duty.

What compliance documents should I request?

For models within ecodesign scope, request the declaration of conformity and supporting technical documentation. Check energy-labelling scope and obtain the applicable label, fiche and supporting evidence.

Can a coal boiler burn unauthorised fuel in a smoke control area?

Unauthorised fuels can only be burned in exempt appliances. Confirm the exact boiler's exemption and intended fuel before ordering for that site.

What should I test before buying a coal-fired boiler?

Trial the agreed coal, feeding, grate and ash removal. Check the water circuit, leakage, controls and overheat response against the agreed specification, with the intended installer reviewing the arrangement.
