For that candidate line, goods from China carry 6% duty, with an autonomous suspension to 0%. The suspension excludes mixtures, preparations and products made up of different components containing these substances. No anti-dumping or countervailing measure is recorded. Specify available chlorine and hydration state

Order bulk Chloramine-T against an agreed chemical identity, hydration state and grade. Specify available chlorine separately from chemical assay, and agree the test method and reporting basis for each. Include water content, insoluble matter, appearance, particle form, packaging, batch identification and retest arrangements. Ask for a batch certificate of analysis rather than a generic specification sheet.

For Great Britain, UK REACH registration generally applies when annual imports of a substance reach one tonne, unless an exemption applies. Settle the applicable route before ordering. If the material will be imported or marketed as a biocidal disinfectant product, check the active substance's status and regulatory process for the intended product type.

Illustrative example, not a quote: Illustrative order: one tonne of bulk Chloramine-T, assuming this classification and the unsuspended percentage duty under 2935 90 90 20, invoiced at £3,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £5,500. Duty at 6% is £330. Import VAT at 20% is charged on the customs value plus duty, £5,830, so it is £1,166. Inspection checklist

Identity: match the purchase specification, batch certificate, safety data sheet and drum labels to the same chemical and hydration state.

Analysis: arrange independent checks of available chlorine, assay and water content against the agreed methods and reporting basis. Compare arrival results with the dispatch certificate.

Packing: check seals, liners, drum condition, batch marks and evidence of moisture ingress or leakage. Substances and mixtures must be correctly labelled and packaged before market supply.

Documents: obtain the current safety data sheet and retain the batch analysis and classification decision. Safety data sheets are required for hazardous chemicals supplied for workplace use.

What goes wrong

An assay result can be mistaken for available chlorine, or results can be compared on different moisture bases. A generic certificate can conceal that the delivered batch was never tested. Write the acceptance criteria into the order and agree how disputed samples will be tested.

A supplier's disinfectant description does not settle the applicable biocidal route. Likewise, a tariff suspension does not establish permission to sell for a particular use. Resolve the intended use and classification before shipment, and use testing and certification support to define the evidence needed.
