Chinese black tea: 0% duty

Read from the UK Trade Tariff on 30 September 2026, heading 0902 covers tea, whether or not flavoured. Chinese black tea in immediate packs of 3 kg or less falls under 0902 30 00 00; larger immediate packs fall under 0902 40 00 00. Both carry 0% duty, with no anti-dumping or countervailing duty or suspension recorded. The table shows plain and flavoured buying options under these same codes.

The tariff attaches organic import control and a restriction on entry into free circulation. Ask your customs broker to confirm whether the consignment needs pre-notification, entry through a border control post or a finalised common health entry document before release. For organic orders, confirm the inspection certificate and recognised certification arrangements with your customs broker; the exporter’s control body issues the certificate. Ask the broker to confirm the current health certificate and laboratory documentation requirements before shipment.

Confirm the immediate packing and tea composition using finding your commodity code. Tea extracts and herbal infusions without tea leaves are classified elsewhere. Our tea sourcing guide covers the wider heading. Confirm the applicable VAT treatment with HMRC or your customs broker; the import duty and VAT guide explains the calculation.

Specify the leaf, origin and cup profile

Specify the named tea, growing region, harvest, leaf grade and whether the order is single-origin or a blend. For Keemun, Yunnan black tea or Lapsang Souchong, record the agreed aroma, liquor colour, body and finish rather than accepting the name alone. For smoked tea, agree the smoke character; for flavoured tea, record the complete blend.

Approve a retained sample and agree a repeatable brewing method for comparison. Set acceptance criteria for broken leaf, dust, stalks, foreign matter and moisture. Specify sealed barrier liners and packaging that does not transfer odours. Use the wider tea guide as a labelling checklist and confirm with the relevant food safety authority what information retail labels need, including any ingredient and allergen declarations for flavoured blends.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5,000 kg of Chinese black tea in bulk sacks under 0902 40 00 00, invoiced at £50,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £52,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £52,000, so it is £10,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare the lot’s origin records, leaf appearance and brewed cup with the approved sample; investigate substitutions or unapproved blending.

Condition: check for damp leaves, mould, excessive dust, foreign matter and stale or unintended smoky odours, including on arrival.

Safety: match pesticide residue and contaminant reports to the shipped lot and check results against applicable GB limits. Use testing and certification support to define the laboratory brief.

Packaging: check liners, seals, taint, net contents and retail labels against the agreed artwork; reconcile the lot identifiers on packs and documents.

What goes wrong

A sample can taste different from the delivered blend when the processor changes origin, leaf grade or the proportion of broken leaf. Moisture and packaging odours can spoil an otherwise acceptable batch. Compare retained samples with production and arrival samples, using the same brewing method.

Residue failures and incomplete border paperwork can prevent release even when the tea looks sound. Arrange lot-specific testing and confirm clearance documents before dispatch. An organic claim adds certification checks; do not rely on a supplier’s organic logo alone.
